Job description

seeking an experienced Business Intelligence Analyst Specialist to support the Performance Management & Analytics System (PMAS) for Medicaid Reporting, specifically focused on Medicaid Personal Care Services. This role requires an expert-level Business Intelligence professional who can gather business and technical requirements, analyze complex datasets, develop testing strategies, and enable AI-driven data analytics. The ideal candidate will bridge the gap between business stakeholders and technical teams while supporting enterprise reporting, data governance, and AI-enabled decision-making., * Gather business, technical, and data requirements from stakeholders.

  • Translate business requirements into technical specifications and test documentation.
  • Develop comprehensive test plans, test cases, and traceability matrices.
  • Analyze complex datasets using SQL.
  • Create and validate dashboards and reports using Power BI and/or Tableau.
  • Work with business users to understand reporting needs and data requirements.
  • Develop AI prompts and query strategies for accurate data retrieval.
  • Create reusable AI prompt libraries and reporting templates.
  • Validate AI-generated outputs and identify potential inaccuracies or hallucinations.
  • Collaborate with Data Engineering, IT, and business teams to resolve data issues.
  • Ensure compliance with data governance, reporting standards, and agency regulations.
  • Conduct AI and data literacy training sessions for non-technical users.
  • Prepare documentation, user guides, and training materials.

Requirements

  • 10+ years of Business Analysis and Systems Analysis experience.
  • 10+ years gathering business requirements and translating complex operational needs.
  • 10+ years working with complex analytics and reporting environments.
  • 10+ years of advanced SQL for data extraction and manipulation.
  • 10+ years creating reports, dashboards, and visualizations.
  • Extensive experience with Power BI and/or Tableau.
  • Strong experience developing test plans, test cases, and acceptance criteria.
  • Excellent communication and stakeholder management skills.
  • Ability to explain technical concepts to non-technical users.
  • Experience with Business Intelligence/Data Warehouse environments.
  • Healthcare or Health & Human Services industry experience.
  • Knowledge of data governance and data quality practices.
  • Experience conducting user training and mentoring staff.
  • Experience creating AI prompt libraries using Python and Streamlit.
  • Knowledge of Responsible AI practices and AI governance.
