Job description

State Fundâs Information Technology, Policy Admin & Billing Unit has an immediate opening for a Senior .NET Full Stack Developer to join our Integrated Online Systems development team to design, develop, and maintain our Quote Management, Pricing, Broker Information and Customer Portal Systems to best align technology solutions with business strategies. Essential Responsibilities: The successful candidate will be responsible for:
- Extensive decision-making authority and directs the most critical/complex projects
- Conduct business area analysis and systems design for software applications
- Possess practical technical knowledge which include emerging âcutting-edgeâ technology
- Lead efforts in identifying, evaluating and planning for future departmental needs and recommend emerging technology tools, practices and techniques
- Partner with executive leadership and their key stakeholders to provide tactical and strategic direction for current and future business needs
- Act as a subject matter expert and mentor to all levels of IT application development staff

The successful candidate must reside in California upon appointment.

Special Requirements
Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employeeâs monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

Requirements
Do you have experience in Workersâ compensation law?, In addition to evaluating each candidateâs relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: The successful candidate shall possess most of the following technical knowledge and experience:
- He has cross domain expertise at a deep technical level and is considered an industry expert in Integrated Online Systems, Customer & Broker Portals, Pricing and Quote Management for workersâ compensation insurance.
- 8+ yearsâ experience coding with C#
- 8+ yearsâ experience and proficiency with .NET/.NET Core frameworks
- Expertise in Visual Studio 2022 and above
- 8+ yearsâ .NET Web application design & development experience that includes expertise with JavaScript and frontend UI frameworks like React, Angular, etc.
- 8+ yearsâ experience in ADO.NET / WFC Data Services and familiar with LINQ Expert with Design patterns, SOA design & web service development
- 5+ years of experience with SQL Server, Oracle, MySQL databases and SQL, PL/SQL statements and stored procedures
- 3+ yearsâ experience using JIRA and Azure DevOps/Git
- 3+ yearsâ experience developing, enhancing, and maintaining insurance broker & customer portals, pricing, and quote management systems including integrations with policy administration, billing and other systems in the workerâs compensation domain.
- Expert knowledge of project management principles and application promotion
