Job description

AdaptiveStack Technologies is seeking a seasoned Technical Lead / Solution Architect to own the technical direction of an enterprise application development, modernization, and support program at an independent Federal agency.

The environment spans Microsoft 365 (SharePoint Online, Teams, Power Apps, Power Automate, Power Pages, Power BI, Dataverse), LMS365, Azure Government (GCC Medium), custom .NET/C# applications with SQL Server, a Dynamics/Power Apps case management system, the Collabspace enterprise records management platform, a WordPress/Apache public web environment on AWS, and legacy systems slated for modernization to a modern open-source target stack. This is a designated key personnel position with on-site presence at the client’s Washington, DC headquarters as coordinated with the Government., * Define and own solution architecture across Microsoft 365, Power Platform, Azure GCC Medium, custom application workloads, and modern open-source stacks (React/Angular front ends; Python, Java, Node.js, and .NET back ends; PostgreSQL and cloud-native databases).

  • Lead system assessments and produce prioritized modernization and migration roadmaps with phased implementation milestones for presentation to agency leadership.
  • Lead technical design for major modernization initiatives, including a Dynamics/Power Apps case management system, a high-criticality custom .NET arbitration system with 12,000+ external users, and a public web environment migration.
  • Architect and direct a full AWS-to-Azure Government migration, including workload assessment, target architecture design, DNS and DNSSEC transition, re-platforming, and AWS decommissioning.
  • Set engineering standards for the development team, including Government-accessible version control, mandatory peer code review, automated test coverage, and CI/CD pipelines with automated SAST/DAST security scanning.
  • Direct secure software supply chain practices, including Software Bill of Materials (SBOM) generation and validation per OMB M-24-15.
  • Guide security and compliance engineering across FISMA, NIST SP 800-53, ATO documentation (SSPs, POA&Ms), STIGs, and continuous monitoring, including vulnerability response within CISA BOD 26-02 timeframes.
  • Enforce Zero Trust Architecture principles across identity, devices, applications, and data pillars per OMB M-22-09 and M-26-10, including MFA, phishing-resistant credentials, and ICAM controls per OMB M-25-21.
  • Ensure all delivered systems meet Section 508 and WCAG 2.0 AA accessibility standards.
  • Apply human-centered design principles to improve user experience for internal staff and public users.
  • Architect integrations across Dataverse, SQL Server, PostgreSQL, Dynamics, LMS365, Collabspace ERM, and third-party platforms.
  • Advise the agency CIO and COR on technical strategy, trade-offs, and emerging platform capabilities, and partner with the Program/Project Manager on estimates and technical risk.

Requirements

  • Bachelor’s degree in Computer Science, Engineering, or related field (additional years of relevant experience may substitute)
  • 10+ years of software engineering experience, including 4+ years in a technical lead or solution architect role
  • Deep expertise in the Microsoft stack: Microsoft 365, SharePoint Online, Power Platform (Canvas and Model-Driven apps), Dataverse, Dynamics, .NET/C#, and SQL Server
  • Working proficiency in modern open-source stacks: at least one of React, Angular, or Vue.js, and at least one of Python, Java, or Node.js, plus PostgreSQL or cloud-native database services
  • Hands-on experience architecting and deploying workloads in Azure Government / GCC, including cloud migration from AWS or other platforms
  • Demonstrated experience leading legacy modernization, including assessment, roadmapping, re-platforming, and stabilization
  • Experience obtaining and maintaining ATOs for FISMA Moderate or higher Federal systems, including working with AOs, CISOs, and ISSOs
  • Experience implementing DevSecOps delivery: CI/CD, SAST/DAST, automated testing, and secure coding standards
  • Strong written and verbal communication skills, including advising executive and Government stakeholders
  • Ability to work on-site in Washington, DC as coordinated with the Government

Preferred Qualifications

  • Microsoft certifications such as Azure Solutions Architect Expert or Power Platform Solution Architect
  • Experience implementing Zero Trust Architecture and ICAM modernization under OMB M-22-09 and M-25-21
  • Experience with SBOM generation and software supply chain security under OMB M-24-15
  • Experience with internet-facing Federal applications serving 20,000+ users
  • Experience with WordPress/Apache environments and AWS (EC2, RDS, DNS/DNSSEC)
  • Experience with enterprise records management (NARA compliance) and learning management platforms

Education:

  • Bachelor’s degree in Computer Science, Engineering, or related field (Required)

Experience:

  • Cloud development and migration: 5 years (Required)

License/Certification:

  • Microsoft Certified: Azure Solutions Architect Expert (Preferred)

Location and Ability to Commute:

  • Washington, DC (on-site as coordinated with the Government)

Security clearance:

  • Ability to obtain and maintain a Public Trust (Tier 2) background investigation (Required), * Bachelor’s (Required)
