Job description
- Provide Level 2 support and service management for JISR software systems (NAMIS, CoreGIS, REACT, Intel-FS, and related applications), responding to incidents, service requests, and change requests via the NCIA ITSM and Azure DevOps ticketing systems.
- Document, categorise, and resolve assigned tickets in line with internal processes, escalating complex issues to Level 3 support and assisting with troubleshooting, debugging, and testing.
- Install, maintain, and monitor JSSC services in support of NATO operations, missions, and exercises.
- Apply patches and software updates, and coordinate planned service outages in line with approved service interruption schedules.
- Support User Acceptance Testing for new software releases, including organizing and executing tests.
- Participate in NRF/ARF/Enterprise Change Advisory Boards (CABs) to support validation and verification of new software releases.
- Provide subject matter expertise on JSSC applications to the user community and Communities of Interest (COIs).
- Support administration of the NATO Software Factory infrastructure, including user/rights management and internal activities.
- Interface between JSSC applications and interoperable systems from other NATO Business Areas.
- Participate in daily reporting and planning meetings, workshops, and conferences as required.
- Participate in on-call support and adhere to flexible 8-hour/5-day shift scheduling based on operational needs.
Requirements
- Minimum 5 years of experience in Level 2 systems engineering support within multinational and/or military organisations, including Windows Server and Client Administration, Active Directory Administration, IIS web hosting, Linux administration, virtualization, and containerization technologies.
- Experience with automation and modern platform technologies, including Ansible, REST APIs/JSON, PostgreSQL/SQL, microservices architectures, Podman/Docker, Apache Kafka (or similar messaging platforms), and monitoring/logging tools such as Prometheus, Grafana, Logstash, and Elastic Search.
- Microsoft SQL Server administration knowledge (installation, configuration, maintenance, backup policies), plus SQL scripting for data consistency and clean-up.
- Knowledge of networking, infrastructure, and security services, including DNS, DHCP, WSUS, GPOs, networking fundamentals, load balancing, PKI/certificates, and authentication (e.g. ADFS).
- Azure DevOps and/or AWS experience.
- Server hardware/software configuration, including custom disk configurations, storage controllers, and RAID setup.
- Strong virtualization skills, preferably VMware with System Centre integration.
- Scripting/automation skills in PowerShell, Bash, and/or Python, including XML file manipulation and XSD validation.
- Extensive remote server administration experience.
- Excellent spoken and written English communication skills (demonstrated within the past 5 years).
- Proficiency in Microsoft Office and reporting tools.
- Strong understanding of TCP/IP, OSI layers, firewalls, and security principles.
- Self-motivated, able to work independently and within a team; strong problem-solving skills.
Desirable Skills, Experience and Certifications
- Prior knowledge of NATO FAS (Functional Area Services), NATO software lifecycle support, and NATO policies/processes.
- Software engineering exposure: design, implementation, testing, and familiarity with standard design patterns.
- Familiarity with WSO2, Apache Camel, Redis, Neo4J, Angular, XSLT, Java development, and Agile methodologies.
- Experience with Web Services (REST, JSON, SOAP/WSDL) and OGC standards (WMS, WFS, WCS).
- Knowledge of C#, HTML5, and modern JavaScript/TypeScript frameworks.
- Experience with monitoring tools, preferably Splunk., * Full time on-site. Flexible 8hrs/5-day shifts scheduled on operational demand; participates in on-call support., * Valid National or NATO Secret personal security clearance

Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
In order to provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s, Military (Mil) and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
