- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise’s: NATO International Civilians (NIC)’s, Military (Mil), and Interim Workforce Consultants (IWC)’s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Duties and Responsibilities
- Design, develop, and integrate data and services within the Esri platform and other JISR (Joint Intelligence, Surveillance and Reconnaissance) systems.
- Integrate diverse C4ISR data from complex and disparate sources, and register authoritative data in an Esri-based portal environment.
- Perform complex C4ISR data visualisation and analysis using the Esri platform in an enterprise environment.
- Maintain user-facing GIS web-based tools, including dashboards and portals.
- Perform geospatial data selection, analysis, and publication, including complex geospatial analysis services.
- Prepare and execute workshops, and support requirements capturing.
- Monitor the CIP system and perform CIP/SHAPE-specific development work.
- Provide on-the-job training in line with CIP user needs.
- Support multidisciplinary teams of users and technical/operational stakeholders.
- Suggest improvements, discuss with supervisor, and implement as agreed.
- Maintain the provisioning environment.
- Participate in technical and operational meetings, offering advice and seeking solutions.
- Support NATO in developing recommendations for updates to current services.
- Provide meaningful input to help shape IT solutions that best fit NATO requirements.
Requirements
- BSc or equivalent in a geospatial domain.
- Minimum 3 years’ experience and deep knowledge in all aspects of the Esri enterprise suite, including:

- ArcGIS Pro
- ArcGIS Portal and components
- ArcGIS Server, advanced publishing mechanisms and best practices

Esri components (dashboards, viewers, story maps, etc.), with minimum 3 years’ experience in configuration and maintenance
- Minimum 3 years’ experience and deep knowledge of geospatial data visualisation, services, and analysis using the Esri enterprise software suite.
- Excellent knowledge of vector data manipulation.
- Good knowledge of data management in a complex multi-network/multi-user environment.
- Experience automating GIS workflows.
- Solid experience working in a Microsoft environment with shared data access.
- Ability to independently plan and execute assigned project tasks under guidance, accounting for policies, programme goals, priorities, and funding constraints.
- Ability to receive and execute tasking in line with direction from NCI Agency staff.
- Ability to work independently and as part of a team.
- Strong listening and communication skills in English.
Desirable Skills, Experience and Certifications
- Basic Python scripting skills.
- Knowledge of NATO responsibilities and organization.
- Knowledge of NATO Functional Area Services.
- Knowledge of NATO Communication and Information Systems Infrastructure.
- Prior experience working in an international environment comprising both military and civilian elements.
- Knowledge of Microsoft Word/Excel, PowerPoint, SharePoint.
- NATO and/or military experience.
- Highly motivated, good communication skills, team player., * Valid National or NATO Secret personal security
