Job description

Phoenix Global Support is a Service-Disabled Veteran-Owned Small Business (SDVOSB) dedicated to delivering mission-focused engineering, intelligence, and training solutions supporting the U.S. Department of Defense and Intelligence Community. We are seeking a highly experienced Subject Matter Expert (SME) II to support the Navy Information Operations Database (NIODB) and provide advanced Technical Signals Intelligence (SIGINT) and Electronic Warfare (EW) data analysis in support of U.S. Navy Information Warfare missions., The Subject Matter Expert II provides advanced technical expertise in Technical Signals Intelligence (SIGINT), Electronic Warfare (EW) data analysis, and database requirements development. The successful candidate will support the analysis, management, standardization, validation, and interoperability of Electronic Warfare data while ensuring the integrity and quality of the Navy Information Operations Database (NIODB). This position requires an experienced Technical ELINT professional with extensive knowledge of authoritative national intelligence databases, Electronic Warfare Integrated Reprogramming (EWIR), Combined Emitter Database (CED), radar threat analysis, and Electronic Warfare systems. Key Responsibilities

  • Perform detailed analysis of complex communications and non-communications waveforms to determine:
  • Pulse Repetition Interval (PRI)
  • Pulse Duration (PD)
  • Scan characteristics
  • Other radar signal parameters supporting emitter identification
  • Analyze Technical SIGINT and Electronic Intelligence (ELINT) data supporting Electronic Warfare systems.
  • Provide subject matter expertise in the analysis and interpretation of:
  • Electronic Warfare Integrated Reprogramming (EWIR)
  • Combined Emitter Database (CED)
  • National Intelligence Products
  • Research, identify, validate, and document authoritative intelligence sources supporting Navy and DoD Electronic Warfare data requirements.
  • Collaborate with Navy and DoD Electronic Warfare system engineers to interpret and document current and emerging EW system requirements.
  • Support database design, development, data migration, standardization, rationalization, and interoperability initiatives for NIODB.
  • Interpret highly technical Database Description Documents (DBDDs) and System Requirements Specifications (SRSs).
  • Conduct data quality assurance activities to ensure accuracy, consistency, and integrity of Electronic Warfare data.
  • Produce technical reports, briefings, charts, graphs, and presentations for Government stakeholders.

Requirements

  • Minimum 10 years of demonstrated experience in Technical Electronic Intelligence (TECHELINT) data analysis.
  • Extensive experience using authoritative national Electronic Warfare data sources, including:
  • Electronic Warfare Integrated Reprogramming (EWIR)
  • Combined Emitter Database (CED)
  • Demonstrated expertise in:
  • Electronic Warfare systems
  • Radar threat parameter analysis
  • Threat and friendly Order of Battle (OOB) analysis
  • Specific Emitter Identification (SEI)
  • Extensive experience utilizing authoritative national intelligence products and databases from organizations including:
  • Office of Naval Intelligence (ONI)
  • National Air and Space Intelligence Center (NASIC)
  • National Ground Intelligence Center (NGIC)
  • Missile and Space Intelligence Center (MSIC)
  • National Geospatial-Intelligence Agency (NGA)
  • Defense Intelligence Agency (DIA)
  • National Security Agency (NSA)
  • Demonstrated proficiency using:
  • CA ERwin Data Modeling Software
  • Oracle SQL Developer
  • Microsoft Excel
  • Comprehensive understanding of:
  • Data standardization
  • Data rationalization
  • Database design concepts
  • Cross-correlation of Electronic Warfare system requirements
  • Experience interpreting highly technical engineering documentation, including Database Description Documents (DBDDs) and System Requirements Specifications (SRSs).
  • Exceptional written and verbal communication skills, including the ability to prepare technical reports, customer briefings, presentations, and executive-level documentation. Preferred Qualifications

  • Previous experience supporting Navy Information Warfare, NIWDC, NIODB, or other Navy Electronic Warfare programs.
  • Experience supporting DoD acquisition, systems engineering, or data governance initiatives.
  • Familiarity with Electronic Warfare mission planning, reprogramming, and threat database management.
  • Bachelor’s degree in Engineering, Computer Science, Information Systems, Intelligence Studies, Physics, Mathematics, or a related technical discipline (or equivalent experience).
