Job description
The city of Las Vegas invites applications for Sr GIS Analyst to join our department of Fire and Rescue. This position leads oversees and participates in the more complex and difficult work of staff responsible for design, development, implementation, maintenance and quality assurance of Geographic Information System (GIS) applications, system components and data; and performs a variety of technical duties related to the area of assignment as required.
Distinguishing Characteristics
This is the advanced journey-level class in the GIS Analyst series. Employees within this class are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility., * Acts as a lead worker over staff responsible for the design, development, implementation, maintenance and quality assurance of Geographic Information System (GIS) applications and data; exercises functional or technical supervision, including scheduling and assigning tasks, providing guidance, ensuring work is completed according to proper procedure, standards and specifications, monitoring work progress and reviewing results; participates in all work activities.
- Analyzes and resolve problems; modifies tests and troubleshoots existing systems and programs; assists users with program and operational problems.
- Research, recommend and prepare proposals for new GIS-related computer technology.
- Participates on a variety of committees; prepares and presents staff reports and other necessary correspondence.
When assigned to system administration:
- Assigns system access rights to end users and maintains system security; provides new GIS users with an orientation.
- Plans, installs and maintains hardware and software; performs routine computer system maintenance and tuning; participates in maintaining peripheral equipment.
When assigned to quality assurance:
- Plans, directs and participates in quality control checks of GIS data sets.
- Provides in-depth analysis for enhancements to data maintenance and data extraction systems and processes; develops and revises standards for documentation and quality control.
Marginal Functions:
- Participates in the development of the section budget.
- Performs related duties and responsibilities as required.
Requirements
The ideal candidate will have experience in the following:
- Three years of increasingly responsible experience in Geographic Information System (GIS) infrastructure; specifically with the ArcGIS platform including Python, ESRI Model Builder, ArcGIS Desktop, ArcGIS Pro, and ArcGIS Online.
- Experience integrating software solutions with other business systems including data warehousing, BI, CRM, ERP, and analytics platforms.
The ideal candidate will possess the skills to:
Be part of an enterprise team of GIS professionals who design, document, implement, and manage the geospatial data, software, and systems behind the city’s Geographic Information System (GIS) infrastructure. An ideal candidate would design and implement workflows that ensure GIS components are reliable, scalable, and efficient.
Additionally, the ideal candidate should have experience in Data Management, GeoEnrichment, and Location Intelligence. They should have a strong understanding of programming languages such as Python and SQL as well as GIS software packages such as ArcGIS Pro and ArcGIS Online. They should also be familiar with spatial data formats, such as shapefiles, geodatabases, and different coordinate systems.
Finally, an ideal candidate should have strong analytical, problem-solving and communication skills, leveraging them to engineer solutions that find unique patterns and trends within geospatial data. They should be able to effectively collect, analyze, and interpret spatial data, and they should be able to communicate their findings clearly and concisely to both technical and non-technical audiences.
Supervision Received and Exercised
Receives direction from the assigned supervisor or manager and higher management staff.
Acts as a lead worker, exercising functional or technical supervision, including scheduling and assigning tasks, providing guidance, ensuring work is completed according to proper procedure, monitoring work progress and reviewing results., Final candidate selection will include list placement and may include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job. Some positions may require preliminary background checks. The purpose of this recruitment is to establish an eligible list for current and/ or future openings which may include part-time or full-time positions., Three years of increasingly responsible experience in GIS database development or GIS systems analysis using Arc/Info software, including one year using an applicable scripting language., Bachelor’s degree from an accredited college or university with a major in geographic information systems, information systems, engineering, geography, or a related field. May substitute a combination of equivalent education and related experience. The city assesses 1.5 years of full-time experience as equivalent to one year of education., * Platform (ArcGIS Desktop / ArcGIS Pro / ArcGIS Online)
- Proficiency in Python scripting language; moderate programming experience with JavaScript a plus
- Geodatabase, Hosted Feature Services administration
- Supporting mission-critical distributed systems
- Familiarity with system monitoring tools
- Building and managing data pipelines
Knowledge of:
- Operations, services and activities of a geographic information systems program
- Principles and techniques of data maintenance quality assurance and control
- Cloud computing concepts and environments
- Principles and techniques of lead supervision and training
- Operational characteristics of computer equipment and peripherals

Retirement
- Benefit eligible employees participate in the Public Employees’ Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after)for each year of service, applied to the employee’s highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the city’s salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.
Deferred Compensation
- The city offers a 457(b) Plan which is a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.
Medical, Dental and Vision Insurance
- Employees are covered the first of the month following date of employment. Five medical plans, two dental, and two vision plans are available. City pays 100% of employee premium + 50% of dependent premium.
Life and AD&D Insurance
- City provides $20,000 insurance at no cost.
- Additional voluntary life insurance and AD&D insurance available for purchase.
Disability Insurance
- City provides a long term disability policy:
- LTD: Employees who normally work at least 30 hours/week are eligible. Benefits may begin after 90 days of an approved disability leave. Payment is up to 60% of earnings, up to $11,000/month, and may not be supplemented with sick or vacation.
