Technical Analyst/Model Facilitator, Standards Development, The Technical Analyst/Model Facilitator, Standards Development is responsible for maintaining a high level of professional support of the NCPDP XML and JSON based standards artifacts and maintaining the processing flow of the operating procedures. In addition, this position will assist in the evaluation and work with the membership on any new process or technology, including AI, that impacts NCPDP Standards or Standards Development., * The Technical Analyst/Model Facilitator - Standards Development would fulfill the role of NCPDP model facilitator to
- Enhance and maintain the centralized repository for NCPDP Modeling Methodology artifacts using commonly available UML tools. Maintain rigorous version control of environment.
- Work with Standards Development staff to establish a centralized repository for NCPDP Model artifacts with assistance from IT department.
- Develop, with assistance from Standards Development staff, new NCPDP standards (in JSON format) where applicable.
- Perform the conversion of XML-based, EDI and fixed length format standards to a JSON format.
- Develop and maintain documentation on the JSON conversion process.
- Create APIs.
- This position will be working with Altova’s XML Spy and UModel.
- Develop, enhance and maintain the NCPDP XML- and JSON-based standard implementation guides and other artifacts.

Updates of implementation guides are coordinated with other Standards Development staff who will work on select parts of the guides (business sections, examples, etc.) Expectations include: o Work closely with Standards Development staff in the standard process for technical reviews of changes affecting the schemas including: # Submitted Data Element Request Form (DERF) and # Ballot processes
- Document technical designs and ensure alignment with the data model.
- Work closely with the Standards Development staff to ensure adherence to the XML and JSON standards process.
- Create, modify and review the standard implementation guides for correct model/XML/JSON usage, Data Dictionary© versions, and associated documents for schema correlation.
- Involved in the government or industry harmonization activities as appropriate to the XML and JSON environment to position NCPDP in the overall industry and to share with NCPDP and its members.
- Serve as a staff liaison for XML- and JSON-based or technical task groups.
- Collaborate with subject matter experts in the pharmacy industry to create and enhance technical standards for implementers. This position includes not only the ability to write technical standards but to have the expertise to analyze and correct documentation from a technical implementation viewpoint. This position requires a working knowledge of XML/JSON and experience with other healthcare industry standards.
- Responsible for the NCPDP modeling efforts to adopt a common reference information model and modeling style guide, as well as the institution of formal change control processes.
- Responsible for working with the NCPDP Strategic Planning Committee Innovation Sub-Committee or designated groups to assist in the evaluation of new processes or technology, including AI, that impacts NCPDP Standards or Standards Development.
Shared Functions:
- The Technical Analyst/ModelFacilitator, Standards Development is a work group liaison. Functions include the support of all activities for assigned Work Group(s) and Task Group(s). This includes but is not limited to the facilitation and documentation of Work Group meetings and Task Groups calls as well as the writing of and assistance with the development and final output of ancillary publications such as White Papers, Letters, Guidance Documents, Surveys, etc.
- The Technical Analyst/ModelFacilitator, Standards Development develops and implements educational tracks for the NCPDP membership and industry as appropriate.
- The Technical Analyst/ModelFacilitator, Standards Development participates in and performs liaison responsibilities for NCPDP committees and sub-committees as necessary.
- The Technical Analyst/ModelFacilitator, Standards Development prepares and maintains desk procedures for job responsibilities and associated functions.
- The Technical Analyst/ModelFacilitator, Standards Development participates in the review of website content and updates as assigned. The Technical Analyst/ModelFacilitator will also be expected to make suggestions for improvements to information sharing.
- Assists with the Annual Conference as needed.
General:
- The Technical Analyst/Model Facilitator, Standards Development reports to the Vice President, Standards Development on an as needed basis for scheduling, training and personnel items.
- The position will require some travel. At a minimum, work group meetings are held four (4) times a year in various cities and a Holiday Event/Team Building is held once a year.
- Work closely with the Manager, Standards Development and the Vice President, Standards Development on the standards process, providing assistance to associated documentation and tasks, such as assisting in the creation and modification of the standard implementation guides, data dictionaries, and associated documents.
- Performs such other duties as may be assigned from time to time by the Executive Vice President, Innovation & Standards Development, Vice President, Standards Development, and Manager, Standards Development.
- The position is full-time.
Requirements
Do you have experience in XSLT?, Do you have a Bachelor’s degree?, * Strong analytical ability, particularly in a technical environment to analyze business requirements and develop an appropriate technical solution.
- Must possess excellent documentation and electronic filing skills. This role requires rigorous skill sets to maintain the versioning and integrity of the schemas, documentation to prove procedures were followed, electronic tracking of documents and filing on the network is imperative.
- Proficiency and hands-on experience with APIs, XML, XSD, XSLT and JSON fundamentals and concepts is required.
- Development background with web services and standard communication or messaging protocols in general (REST, XML-RPC, JMS) and use and knowledge of AI tools is a plus.
- Must possess creativity skills and the ability to seek out solutions.
- Experience: Bachelor’s degree in healthcare-related field or equivalent experience or any combination of education and experience providing the required skills and knowledge for successful performance would be qualifying.
- Requires healthcare industry experience and an understanding of developing standards. Familiar with both business and technical issues as related to developing standards.
- Must be very proficient with Microsoft Suite of products including Word, Excel, Outlook and PowerPoint.
- Ability to draft correspondence, minutes, reports, press releases and promotional materials.
- Ability to work with staff, NCPDP members and general public with respect and courtesy. Establishing working relationships and interacting effectively with a wide range of people.
- Must be a self-starter who can work independently or with a team. Must possess ability to plan tasks according to a schedule and execute those tasks successfully within the allocated timeframe. Project management, administrative and excellent follow-up skills required.
- Must have demonstrated experience with technical development of standards such as computer programming experience or technical systems analysis. Practical application(s) with NCPDP standard(s) is a requirement. Expertise or experience with other healthcare industry standards is a plus.
- Knowledge of the pharmacy industry is a requirement.
- Must possess strong planning, organizational and time management skills.
- Must be able to write professionally (email, documents) and speak (telephone) professionally.
