Job description

This full-time contractual IT Programmer Analyst Lead position will serve as a technical lead for the Maryland Medicaid Information System (MMIS) Reporting Team, designing and delivering programming solutions that support critical Medicaid operations. This position will also combine hands-on application development with team leadership, providing technical guidance, mentoring, and oversight to programmer analysts while ensuring high-quality, reliable, and maintainable system solutions. Additionally, this position will play a key role in supporting system enhancements, resolving complex technical issues, and advancing the performance and effectiveness of Medicaid reporting and data systems. POSITION DUTIES

  • Lead the design, development, testing, implementation, and maintenance of programming solutions supporting MMIS reporting and business operations
  • Provide technical leadership, mentoring, and work direction to programmer analysts, including training, coaching, and quality review of deliverables
  • Analyze business and technical requirements and translate them into scalable, maintainable application and reporting solutions
  • Develop and maintain system documentation, technical specifications, and operational procedures to support ongoing system reliability and knowledge transfer
  • Troubleshoot and resolve complex production issues, provide on-call support as needed, and recommend improvements to system performance and functionality

Requirements

Applicants must meet the minimum qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications. Experience: Six years of experience, two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools and an additional four years of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools. Notes:

  1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.
  2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.
  3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.
  4. Candidates may substitute experience on a year-for-year basis in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, for a high school education.
  5. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field and two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools for the required experience.
  6. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience. DESIRED OR PREFERRED QUALIFICATIONS Preference will be given to applicants who possess the following desirable qualification(s). Include clear and specific information on your application regarding your qualifications.
  • Experience supporting the Maryland Medicaid Management Information System (MMIS) or another States MMIS.
  • Experience in IBM z/OS mainframe application development and support.
  • Experience and proficiency in COBOL, CICS, JCL, DB2, VSAM, ISPF and TSO.
  • Experience with debugging and performance tools such as Xpeditor, File-AID and QMF.
  • Experience with Information Builders FOCUS.

Benefits & conditions

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
