Job description

This position is the State of Wisconsin’s technical expert for AASHTOWare Project and provides independent project leadership. The position is the principal authority of AASHTOWare Project for the installation, maintenance and problem resolution across multiple computer platforms, software systems, and applications. Work is performed under broad policy guidance and is regarded as one of two state technical experts. This position directs and coordinates teams to complete projects for delivery of technical IS services to customers, evaluates new products, recommends new or revised standards and guidelines to ensure that users are aware of, understand and adhere to them, and provides technical direction. This definitive technical expert negotiates project timelines, evaluates products and other project concerns with top level management positions. This position is responsible for the coordination of the timeline, installation, and test plan of biannual upgrades to the aforementioned business system. This position reports to the Division of Transportation Systems Development Bureau of Project Development.

Based on system growth, this position develops, implements, and maintains programs to ensure that users are aware of, understand, and adhere to security IT standards, policies, and procedures. Develop and administer security risk and vulnerability assessment policies, security procedures and methods, research and analyze assigned security issues and problems, document procedures for access control, review security reports, and direct the assignment of security accounts for all customers. In addition, this position provides expertise, direction, guidance, and consultation for AASHTOWare Project problem resolution. This position independently uses several troubleshooting mechanisms to diagnose and correct business system problems or user errors.

This position coordinates the development and maintenance of technical documentation for existing and new system processes; and directs the review of and post technical documentation for system enhancements, common user issues, and system problems on the AASHTOWare Project Knowledge Base website. In addition, this position develops, coordinates, and conducts end user training for agencies and users from across the State of Wisconsin including prime construction contractors and subcontractors, county, city and local municipality staff, the Federal Highway Administration (FHWA) and consultants under contract with the Department. The position is the bureau’s IT hardware and software asset manager coordinating the development of the fiscal year budget, monitoring asset management and purchasing equipment and software.

  • Working with multiple IT development methodologies (e.g., Agile, Waterfall, Lean, Iterative, SDLC, etc.).
  • Developing and maintaining business partnerships.

In addition to having all the above, well-qualified applicants must have experience with one or more of the following:

  • Providing project leadership expertise for application implementation or upgrade efforts.
  • Learning, administering, and providing training and support on portfolio and resource management systems.
  • Working with AASHTOWare Project.
  • Developing recommendations for business partners.

A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

About the company

This position offers a hybridized work schedule. The position will be headquartered at and required to work from a DTSD office building in one of the listed cities at least 2 days per week. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin.
