Job description

The Manager, Scheduling Systems Management (supporting Program Scheduling) is responsible for leading and overseeing teams who manage and optimize tools, data, analysis and reporting associated with program schedules.

Reporting to the Director of Program Planning, the Manager, Scheduling Systems Manager leads a team of professionals to develop and manage comprehensive program construction & engineering schedules, tools, data analysis, and metrics. The organization provides mission-critical support to EB leadership, program management teams, and functional organizations for highly significant technical matters relating to implemented Integrated Master Schedule (IMS) policies, programs, current capabilities, process interdependencies, audit adjudication, and integration of long-range goals and objectives.

This selected candidate will be responsible for providing leadership to planning teams supporting engineering & construction programs, digital transformation, scheduling data quality and compliance, long range scheduling software, and tool replacement/upgrade efforts. This manager will also be responsible for supporting planning special projects, development of tools, processes, and training material needed to support proficiency development and efficient execution of the organization.

The data management organization supports planning analysis and data reporting for work conducted on all programs (e.g., COLUMBIA Class, VIRGINIA Class, and Maintenance and Modernization programs), at all sites (e.g., Groton, QP, and Focus Factories).

Areas of responsibilities include, but are not limited to:

  • Management of all scheduling software, tools, and data including current state capabilities and future state efforts
  • Coordinating with Planning functional areas to convert customer requirements into clear programming specifications, test scripts and training materials
  • Establishment of planning (scheduling) data management processes for data governance, and quality
  • Develop dispatching, progressing and tracking tools
  • Specification development, database development, application programming, query writing, and creation of reports and charts/dashboards
  • Assessment of schedule quality and planning data integrity through integrated reporting
  • Analyze Planning performance and driving improvement with the functional area leadership
  • Data modeling and reporting
  • Performance of sensitivity, risk analysis, or hypothetical studies
  • Implement mass system updates as required (e.g. funding/contract changes, IMS impacts as a result of department reorganizations, new business processes)
  • Drive collaboration through strong leadership across key business areas and partners, including but not limited to: Planning, Operations, IT, Materials and Procurement, Finance, Program Offices and NNS.

The selected candidate will be expected to foster a culture of EB Core Values by leading development of personnel and supervision within groups and across Planning.

Requirements

Required:

  • 8 years of EB experience, including 4 years in a supervisory capacity
  • Experience in Data Management, Planning, IT, Engineering, or Program Management
  • Demonstrated knowledge and experience of Planning & Project Management processes and tools
  • Experience with Artemis or equivalent project management software
  • Experience or familiarity with earned value management system (EVMS), integrated management and control system (IMCS) and Manpower Plan data analysis / interpretation
  • Experience working with multi-organizational teams, including internal and external customers

Preferred:

  • Bachelor’s degree
  • Electric Boat leadership program (e.g., FLG or BLG) graduate
  • PMP Certification or project management principles
  • Experience and familiarity with current Planning processes
  • An expert user of Project Management Software, predominantly MS Project and ARTEMIS, is preferred.
  • Project Management Critical Path Method fundamental principles
  • Preferred technical degree in Data analytics, project management, or programming
  • Understanding of Project Management, Configuration Control and IT Task/CR processes and principles
  • Familiarity with the following business systems: MRP, 3G, Team Center (MPP/NGP), ERS (SWSS/CPJ), Team Center / NX
  • Familiarity with reporting tools including but not limited to Power BI and principles around a distributed reporting posture
  • Familiarity / awareness with Palantir/Foundry
