Research Program Manager - Component-Level Operational Decision Advantage (CODA) This role works directly with Air Force Research Laboratory (AFRL), Air Mobility Command (AMC), operational stakeholders, and multidisciplinary research teams supporting the Component-Level Operational Decision Advantage (CODA) program. CODA is an applied research initiative focused on improving organizational performance, operational decision-making, and digital transformation through close collaboration with operational users and iterative capability development. It is an opportunity to apply program management, operational planning, and stakeholder engagement expertise to support critical Air Force missions while helping develop innovative decision-support capabilities for Air Mobility Command. Work is primarily performed on-site at Scott Air Force Base, Illinois, supporting government, operational, and contractor teams in mission-focused environments. Core Values: Integrity * Excellence * Patriotism, C5T is seeking an experienced Research Program Manager to lead execution of the Component-Level Operational Decision Advantage (CODA) research program supporting the Air Force Research Laboratory (AFRL) and Air Mobility Command (AMC). This position provides overall leadership for contract execution while serving as the primary interface between government stakeholders, the Principal Investigator, operational users, and multidisciplinary research teams. The Research Program Manager is responsible for integrating personnel, resources, research activities, and stakeholder engagement to successfully deliver contract objectives while ensuring research efforts translate into meaningful operational improvements. This role balances disciplined program management with collaborative leadership to advance organizational performance, decision-making, and digital transformation initiatives across Air Mobility Command. This position involves daily collaboration with government personnel, operational leaders, researchers, analysts, technical experts, and contractor teammates supporting mission-critical Air Force operations. Location: Scott Air Force Base, Illinois. Work will primarily take place in government workspaces with some time in company offices and limited telework based on mission requirements., Lead execution of the CODA research program in accordance with contract requirements, approved research plans, and customer priorities. Manage program cost, schedule, staffing, risks, and deliverables to ensure successful contract performance. Coordinate planning, workload balancing, and resource allocation across multidisciplinary teams. Serve as C5T’s primary representative to AFRL, Air Mobility Command Headquarters, and other government stakeholders. Build and maintain strong customer relationships that support mission success and long-term collaboration. Facilitate recurring meetings, workshops, demonstrations, technical exchanges, and stakeholder engagements. Provide executive-level program status updates, briefings, recommendations, and decision support. Integrate the efforts of researchers, analysts, operational subject matter experts, and technical personnel into cohesive research products. Partner closely with the Principal Investigator to align research activities with operational objectives while preserving scientific integrity. Translate operational challenges, stakeholder feedback, and lessons learned into research priorities and capability improvements. Support development and refinement of organizational performance capabilities within AMC’s Digital Transformation environment. Promote stakeholder adoption of research findings and emerging capabilities. Supervise assigned personnel through coaching, mentoring, and performance management. Support recruiting, onboarding, staffing, professional development, and succession planning. Ensure compliance with contract requirements, company policies, security requirements, and applicable standards. Support contract planning, financial management, labor forecasting, staffing, and resource management. Assist company leadership with identifying follow-on opportunities and supporting proposal development.
Requirements
Bachelor’s degree in Engineering, Management, Organizational Psychology, Operations Research, Computer Science, Business Administration, Military Science, or a related discipline. Minimum ten (10) years of progressively responsible experience leading Department of Defense programs, research efforts, or operational initiatives. Minimum five (5) years of experience managing complex government programs or projects. Experience supporting operational headquarters, air mobility operations, operational planning, command and control, or related Department of Defense mission areas. Experience supporting Air Mobility Command (AMC) or USTRANSCOM. Experience leading multidisciplinary teams across operational and technical disciplines. Experience managing program cost, schedule, staffing, resource allocation, and risk. Strong leadership, analytical, organizational, and problem-solving skills. Outstanding written, verbal, and interpersonal communication skills. Ability to build productive relationships with senior military leaders, government civilians, researchers, and contractor teammates. Ability to obtain and maintain a Top Secret security clearance. U.S. Citizenship required. Ability to work on-site at Scott Air Force Base, Illinois. Desired Qualifications Experience managing Department of Defense research and development programs. Experience supporting Department of Defense Digital Transformation initiatives. Familiarity with Palantir Foundry, Envision, data analytics platforms, or decision-support technologies. Familiarity with organizational performance improvement or change management methodologies. Master’s degree in a relevant discipline. Project Management Professional (PMP) certification or equivalent.
