Job description
MANTECH Seeks a highly motivated Technical Program Manager to support the primary technical execution and optimization of the US Army Corps of Engineers (USACE) transition from legacy databases to the Program and Project Management Information System (PROMIS)-commonly known as P2. This is a mission-critical enterprise IT platform used by the USACE to plan, automate, execute, and report across its global portfolio of civil works and military construction projects.
- Manage temporary hybrid connection strategies (such as DBLink) alongside modern cloud orchestration tools like Oracle Integration Cloud (OIC) to bridge legacy interfaces with modern cloud environments like Oracle Primavera Cloud (OPC).
- Provide data mapping, schema table loading, and orchestrating large-scale bulk migrations of complex project data from legacy databases to cloud infrastructures.
- Track record of directing structured, multi-phase deployment strategies, managing the critical path from initial pilot project validation through full enterprise rollouts executed across multiple user waves.
- Manage secure cloud environments (such as OCI/OC3) and supervising the implementation of automated CI/CD tools (e.g., GitHub, Visual Studio) to ensure release stability and minimize environment downtime.
- Navigate government resource constraints, finalizing strict technical documentation, and maintaining readiness for formal Cybersecurity Authority to Operate (ATO) renewals.
Requirements
- Bachelorâs degree in STEM or Business field.
- 8+ years of experience in Defense Contracting or US Military Environment
- 5+ years of experience with PL/SQL, Oracle APEX, Oracle Database Administration (DBA) fundamentals, ETL tools (e.g., Oracle Data Integrator, Informatica), and Performance Tuning.
- 5+ years of experience utilizing Oracle Enterprise Manager (OEM) or similar system diagnostics to establish automated threshold alerting, enabling proactive incident management before critical health status degrade.
- Deep understanding of data staging, migration pipelines, and validation strategies required to resolve âGet to Greenâ discrepancies between legacy data and target Oracle environments.
- Proven ability to analyze system health dashboards, pinpoint underlying database bottlenecks or technical debt contributing to âRedâ or âAmberâ statuses, and devise concrete milestone paths to return systems to âGreen.â
- Skills in coordinating with database developers, network admins, and business analysts to align data pipeline deployments, security patching, and schema updates with aggressive remediation schedules.

Proficiency in tracking project velocity, identifying blockers in multi-tier Oracle environments, and defining technical Key Performance Indicators (KPIs) to transparently report progress to executive stakeholders.

Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification.

Must have active Interim Secret clearance
- Must be able to remain in a stationary position 50% of the time.
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
- The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
