Information Technology Manager (Onsite)

The Client is seeking an Information Technology (IT) Manager to provide a wide range of IT management and administrative services in support of its global projects. The person selected will be hired under a personal services contract. The Client supports the development of strong financial sectors and sound public financial management in countries where assistance is needed and there is a strong commitment to reform. The Client provides technical assistance in over 50 countries in five functional areas: economic crimes, government debt and infrastructure finance, budget and financial accountability, banking and financial services, and revenue administration. Responsibilities and Duties:

• Provide oversight, coordination, consultation, and guidance on all IT matters and operations
• Advise management on IT issues
• Create, maintain, monitor and evaluate IT strategy and work plan, including system and functional requirements and implementation timetable
• Establish and maintain a positive working relationship with partner offices and stakeholders
• Perform IT project oversight and management, including task planning coordination, systems engineering and configuration management oversight, IT solutions validation, and IT product integrity verification
• Review and advise management on IT project cost and time estimates, application and hardware quotes, schedules and contingency plans
• Provide guidance and training to non-IT staff on IT-related systems
• Develop internal information management policies and procedures
• Advise leadership on IT capabilities and resource utilization

• Significant, proven working experience as an IT manager or relevant experience successfully implementing IT strategies and IT security policies, preferably in the public sector.
• Technical management experience in computer networks and hardware and software systems.

• Expert knowledge of information technology standards and practices to include:

• knowledge of IT applications and systems (e.g. operating systems and user interfaces)
• experience implementing new technologies and evaluating implemented technologies
• experience in preparing and testing disaster recovery and business continuity plan
• experience in developing, implementing and enforcing information security and control framework, policy and procedures
• Excellent written and oral communication skills
• Strong organizational skills and significant project management experience
• Proven experience in strategic planning, risk management, change management and people management
• B.S. in Computer Science, Information Systems, or related field is desired.
