Job description

Maximus is currently seeking a Principal Technical Recruiting Specialist. In this role, you will partner closely with executive leadership, hiring managers, and recruiting teams to drive strategic workforce planning and deliver high impact technical talent across federal civilian, health, and defense markets. This role leads advanced sourcing and recruiting efforts for funded and proposal requisitions, specializing in passive candidate engagement within cleared and technical talent markets. Responsibilities include building and managing scalable talent pipelines, executing targeted search campaigns, mentoring recruiting teams, optimizing sourcing tools and methodologies, and ensuring regulatory compliance (including OFCCP). The Principal Technical Recruiting Specialist operates as a trusted advisor, managing complex recruitment initiatives end to end while continuously improving hiring strategies to meet evolving organizational goals., Serve client organizations as a key talent advisor providing consultative leadership as labor market analyst, candidate career coach, hiring strategy consultant, and process change agent.

  • Lead large, complex recruiting initiatives of strategic importance to the organization, involving large cross-functional teams with associated reporting and communication demands.

  • Coach and train other employees across the organization within area of expertise.

  • Communicate and influence senior leadership in matters of strategic importance including providing briefings to senior leaders inside and outside the recruiting function.

Job-Specific Essential Duties and Responsibilities:

  • Serve client organizations as a key talent advisor providing consultative leadership as labor market analyst, candidate career coach, hiring strategy consultant, and process change agent.

  • Lead large, complex recruiting initiatives of strategic importance to the organization, involving large cross-functional teams with associated reporting and communication demands.

  • Coach and train other employees across the organization within area of expertise.

  • Communicate and influence senior leadership in matters of strategic importance including providing briefings to senior leaders inside and outside the recruiting function.

  • Partner with hiring managers, and leadership to deeply understand the requirements of open positions and build accurate candidate profiles.

  • Work with leaders to determine hiring needs and develop a hiring plan.

  • Collaborate with leadership to develop and execute advanced staffing and sourcing strategies; source and recruit professional level candidates for both funded and proposal requisitions and build quality pipelines of passive and active talent to support corporate and all federal civilian, health and defense market Segments.

  • Build sourcing strategies, specifically targeted to passive candidates.

  • Build and track high-quality pipelines of potential candidates for a variety of technical roles.

  • Understand the cleared and technical talent markets and be knowledgeable in the industry to successfully run targeted search campaigns.

  • Assist with evaluation, selection, and implementation of new sourcing tools and procedures.

  • Lead training and disseminate best practices to the recruitment team as the resident talent acquisition expert.

  • Manage multiple sourcing projects from conception to completion, ensuring that all priorities and goals are achieved.

  • Projects include additional recruiting support, which will require supervisory responsibilities.

  • Works with senior management to develop recruitment, sourcing, and talent pipeline strategies

  • Collaborates with leadership team to establish goals, objectives, and hiring priorities

  • Perform a variety of professional and administrative recruiting functions in support of identifying, interviewing, evaluating, and selecting qualified candidates to effectively meet the organization’s staffing requirements.

  • Identify candidates from numerous sources, efficiently use our applicant tracking system, write advertisements, screen, and qualify candidates, and perform reference checks

  • Actively track recruiting activities and other metrics to ensure compliance with relevant hiring regulations and laws, including OFCCP.

  • Provide coaching/training/mentorship to recruiting team members.

  • Manage a team of sourcing recruiters who oversee special recruitment projects for aging funded requisitions, high-priority funded roles, quick turnaround proposal, sole-source, and best athlete efforts.

Requirements

Bachelor’s Degree and 10+ Years related experience

  • Additional years of relevant experience will be considered in lieu of degree.

  • Experience with complex or higher-level recruitment projects.

  • Experience recruiting and sourcing for Executive IT positions.

  • Proficient at sourcing on job boards, ATS, networking sites, sourcing platforms. Also, using unique strategies to recruit passive candidates.

  • Proficient experience with sourcing strategies within technical and government contracting space to include but not limited to Open-source intelligence, x-ray searching, Boolean searching, internet searching, and social media searching.

Preferred Skills and Qualifications:

  • Experience recruiting and sourcing for Federal agencies preferred.
