Job description

This is an excellent opportunity for someone who is passionate about project management, enjoys working with people, and wants to build a career leading technology initiatives. In this role, you’ll lead small to medium-sized IT projects while serving as a Scrum Master for Agile teams. You’ll gain hands-on experience managing projects from initiation through closeout, facilitating Agile ceremonies, partnering with stakeholders across the organization, and delivering solutions that make a meaningful impact for Larimer County employees and the community.

You’ll be part of a supportive PMO that values collaboration, continuous learning, and professional growth. Working alongside experienced Project Managers, Business Analysts, Organizational Change Managers, Product Owners, and technical teams, you’ll receive mentorship while developing the skills needed to advance your project management career. No two days are the same. One day you might be facilitating a Sprint Review, the next leading a project kickoff, helping resolve a project risk, coordinating with vendors, or presenting project updates to stakeholders.   • Relocation assistance is not available for this role., What you’ll be doing:
  • Leading small to medium-sized information technology projects through all phases of the project lifecycle, from initiation through closeout.
  • Partnering with project sponsors, stakeholders, business teams, vendors, and technical staff to deliver successful project outcomes.
  • Developing and maintaining project plans, schedules, budgets, risk logs, status reports, and other project documentation.
  • Facilitating project meetings, workshops, decision-making sessions, and stakeholder communications.
  • Serving as Scrum Master by facilitating Agile ceremonies, supporting backlog refinement, and promoting continuous team improvement.
  • Identifying and mitigating project risks, issues, and dependencies while removing roadblocks and escalating concerns as needed.
  • Monitoring project scope, schedule, budget, resources, and priorities to keep projects on track.
  • Coordinating procurement activities, vendor relationships, and contract administration throughout the project lifecycle.
  • Contributing to PMO governance, standards, templates, tools, and continuous process improvement.
  • Fostering collaborative relationships while promoting a culture of trust, accountability, transparency, and psychological safety.

Requirements

Larimer County Information Technology is seeking a collaborative, organized, and motivated Junior Project Manager / Scrum Master to join our Portfolio Management Office (PMO)., * A collaborative professional who brings people together, solves problems, and keeps projects moving forward.

  • Strong organizational skills with the ability to manage multiple projects, priorities, and deadlines.
  • A foundational understanding of project management principles from project initiation through closeout.
  • Excellent communication and collaboration skills with technical and non-technical stakeholders.
  • Strong critical thinking and the ability to identify risks, navigate ambiguity, and proactively remove roadblocks.
  • Experience with Agile, Scrum, Kanban, Waterfall, or Hybrid project management approaches.
  • A collaborative mindset that promotes accountability, teamwork, and continuous improvement.
  • Experience using project management and collaboration tools such as Jira and Smartsheet.
  • A commitment to continuous learning, professional growth, and seeking feedback., All candidates will be screened for the following required minimum qualifications. Any candidate who does not meet all of the qualifications listed as required will be eliminated from the process.
  • Bachelor’s degree, or equivalent combination of education and/or experience, in Business Administration, Computer Information Systems, or a related field required. Related education or experience may be substituted on a year-for-year basis.
  • One (1) year of project management and/or program management experience required.
  • One (1) year of coordinating, facilitating, and/or leading cross-functional teams required.
  • Ability to obtain Certified Scrum Master (CSM) certification within one (1) year of hire date required.
  • Possess reliable transportation to be able to work anywhere in the County as needed and required.
