Job description
This resource will act as a Junior IT Specialist for the DOT Transportation Safety Management and Operations (TSMO) Technology Program to support the procurement activities for Information Technology (IT) and Operational Technology (OT) related to transportation systems management and operations. This role involves assisting in the sourcing, negotiation, and purchasing of hardware, software, services, and maintenance agreements necessary for the efficient and effective operation of transportation infrastructure. The specialist will work closely with business stakeholders, vendors, and the procurement team to ensure compliance with company policies, budget constraints, and project timelines.
— Day-to-Day Tasks —
- Procurement Support:

*Assist in the end-to-end procurement process for IT and OT goods and services, including but not limited to:

- Gathering requirements from technical teams and stakeholders.

- Evaluating vendor budgetary quotes based on defined criteria and validating details match OGS approved contracts.

- Assisting in vendor selection and negotiation of terms and pricing.

- Tracking purchase orders and confirming receipt of goods.
- Vendor Management:

- Support the maintenance of vendor relationships and performance tracking.

- Assist in onboarding new vendors and ensuring compliance with contractual obligations.

- Help resolve vendor-related issues and discrepancies.
- Contract Administration:

- Assist in reviewing and understanding contract terms and conditions.

- Support the tracking of contract milestones, renewals, and expirations.

- Ensure procurement activities align with established contract frameworks.
- Market Research:

*Conduct research on IT and OT market trends, emerging technologies, and potential suppliers relevant to transportation systems.

*Identify cost-saving opportunities and best practices in procurement.
- Compliance and Reporting:

- Ensure all procurement activities adhere to NYS policies, procedures, and relevant regulations.

- Assist in generating procurement reports, spend analysis, and performance metrics.

- Maintain accurate and organized procurement records.
- Collaboration:

- Work collaboratively with Business, IT, OT, Purchasing, Contracts teams.
Requirements
24 months of experience in procurement, supply chain, or a related field with exposure to IT and OT procurement. 24 months of experience with the procurement lifecycle (sourcing, negotiation, contracting, purchasing). 24 months of experience with IT (hardware, software, networking) and OT concepts as they related to transportation (traffic management, intelligent transportation systems) 18 months of experience with communicating and coordinating with cross-functional teams (business, technical, security, vendor and procurement) articulating technical and business requirements clearly, both written and verbal. 18 months of experience analyzing data, comparing proposals, and identifying trends. MUST hold: ** Bachelor’s Degree in Business Administration, Information Technology or a related field
