Job description

As the Senior Information Technology Analyst, you will serve as a premier technical strategist and visionary leader driving the City of Fountain Valley’s digital transformation. This high-impact position is designed for an innovative technologist ready to move beyond traditional infrastructure maintenance and actively shape the future of public sector technology.

In this role, you will lead the City’s integration of artificial intelligence (AI), manage strategic technology budgets, and harden critical cybersecurity defenses. You will balance complex technical development with high-level policy collaboration, acting as the primary liaison between modern technical solutions and municipal operations., * Lead and manage technology projects, including system upgrades, integrations, deployments, migrations, software implementations, testing, budgeting, scheduling, and operational support; develop project plans, timelines, test strategies, and implementation plans to ensure successful project delivery.

  • Research, evaluate, recommend, procure, implement, and support technology solutions, such as emerging technologies, automation tools, and artificial intelligence (AI) systems aligned with organizational objectives, cybersecurity, and regulatory requirements.

  • Conduct risk assessments, security reviews, and system analyses; recommend and implement controls and best practices to reduce operational and cybersecurity risk.

  • Develop and maintain cybersecurity controls, technology policies, governance standards, disaster recovery and business continuity plans, technical documentation, and data protection measures; conduct security reviews and risk assessments to reduce operational risk.

  • Facilitate collaboration between departments to evaluate technology needs, operational impacts, and process improvements.

  • Coordinate with vendors, consultants, contractors, departments, and external agencies; prepare technical specifications, participate in procurement and contract administration, serve as the primary technical liaison for assigned systems and projects, and oversee implementation and support activities.

  • Develop, coordinate, and implement approved technology solutions; provide advanced technical customer support, user training, and technical guidance; and resolve the most complex technical issues affecting City operations

Serve as the Department representative on various committees and projects; coordinate Department activities with other City Departments and outside agencies, organizations,

  • community groups; and make oral presentations as needed.
  • Implement, manage, and monitor system performance, capacity, reliability, backups, business continuity processes, and security controls to ensure stable and secure operations.

Requirements

EDUCATION: Graduation from an accredited four-year collegeuniversity with a major in management information systems, computer science,a closely related field. EXPERIENCE: At least four (4) years of progressively responsible information systems experience involving applications, systems,network development, telecommunications, administration, and/or support, including one (1) year of lead/supervisory experience. REQUIRED LICENSE/CERTIFICATION: Possession of a valid California Class C driver’s license and a satisfactory driving record is required to perform the essential functions of this position, including travel between City facilities and transport of equipment. The City will evaluate whether alternative means of transportation would allow an individual to perform these essential functions in accordance with applicable law.
