Job description

The Division of Rehabilitative Services (DRS) within the Department for Aging and Rehabilitative Services, in collaboration with community partners, supports all Virginians’ efforts to secure independence, inclusion, and integration. DRS’s mission is to improve the employment, quality of life, security, and independence of older Virginians, Virginians with disabilities, and their families.

We are seeking a DRS Budget & OS Support Manager, a senior management position responsible for providing strategic leadership, operational oversight, and administrative direction for the Division of Rehabilitation Services’ statewide Case Management System (AWARE), client services budget administration, federal reporting, and systems operations.

The incumbent directs the Division’s statewide AWARE operations by ensuring the integrity, security, accuracy, and effective utilization of the case management system used by DRS field staff. This position provides executive oversight of professional staff responsible for statewide technical assistance, user support, systems training, case documentation guidance, quality assurance reviews, case record audits, and operational compliance. The manager establishes statewide operational standards that promote consistent application of federal regulations, state policy, agency procedures, and documentation requirements.

The position serves as the Division’s principal advisor on AWARE operations and business processes, providing leadership for system enhancements, technology initiatives, operational improvements, and data governance. Working collaboratively with Information Systems, Information Security, Fiscal Services, executive leadership, and external partners, the manager ensures technology solutions effectively support service delivery, data integrity, financial accountability, and regulatory compliance.

The incumbent also directs the planning, development, implementation, monitoring, reconciliation, and analysis of the Division’s client services budget. The position ensures that financial information maintained within AWARE accurately aligns with agency fiscal systems and supports timely authorization and delivery of client services. The manager provides executive-level financial analysis, expenditure forecasting, budget recommendations, and decision support to Division leadership.

The position has overall responsibility for ensuring the accuracy, integrity, and reliability of data used for Rehabilitation Services Administration (RSA) reporting and other required federal and state reports. This includes establishing quality assurance processes, monitoring statewide data integrity, directing corrective actions, and ensuring compliance with all applicable reporting requirements.

As a manager, the incumbent exercises independent judgment in establishing priorities, directing staff, allocating resources, resolving complex operational and fiscal issues, developing policy recommendations, and leading continuous improvement initiatives that strengthen statewide service delivery and organizational effectiveness.

Because of the nature of these responsibilities, the incumbent has access to personally identifiable information (PII) and confidential consumer and employee information and is responsible for ensuring compliance with all applicable federal and state privacy, security, and confidentiality requirements.

Data Owner

  • Serve as the Data Owner for AWARE Application.

Requirements

  • An equivalent combination of training and experience in Budget or a related field.
  • Experience leading and managing complex operational programs and supervising professional staff engaged in technical operations, customer support, quality assurance, and financial administration.
  • Experience administering or supporting enterprise case management systems, including system implementation, maintenance, quality assurance, auditing, and user support.
  • Experience developing, monitoring, reconciling, and managing public-sector budgets., * Comprehensive working knowledge of governmental budgeting principles, financial analysis, fiscal management, forecasting, expenditure monitoring, and budget administration.
  • Considerable working knowledge of enterprise case management systems, systems administration, information security principles, data governance, quality assurance, and operational support.
  • Working knowledge of RSA reporting requirements, federal vocational rehabilitation regulations, and related state and federal laws governing program administration., * Demonstrated ability to interpret and apply federal and state laws, regulations, policies, and procedures, and translate business requirements into effective operational processes and technology solutions.
  • Demonstrated ability to conduct organizational analysis, develop policy recommendations, manage competing priorities, resolve complex issues, and provide strategic leadership.
  • Demonstrated ability to analyze financial and operational data, develop executive-level reports, and make sound recommendations to senior leadership., * Excellent interpersonal communication, presentation, and relationship management skills, with the ability to work effectively with executive leadership, regulatory agencies, Information Systems, Fiscal Services, program staff, vendors, and external stakeholders.
  • Demonstrated skills using spreadsheet technology for financial and budget tracking and forecasting.
