Job description
We are seeking a dynamic and detail-oriented Technology Transfer and Innovation Database Specialist to join our innovative team. In this role, you will be at the forefront of managing and optimizing our extensive data systems related to technology transfer, research, and innovation initiatives. Your expertise will drive the organization’s ability to efficiently collect, analyze, and govern critical data, enabling smarter decision-making and fostering a culture of continuous innovation. Responsibilities
- Provide Operational Support - Advises CDC staff on issues related to database updates; primary liaison with staff concerning database updates and other database issues. Design, develop and prepare reports based on needs of the office. Creates data management and report features in order to meet CDC and Department of Health and Human Services reporting requests and coordination with agency staff.
- Responsible for Overseeing Performance - Responsible for the performance, integrity and security of databases. Plan database upgrades by maintaining, evaluating, and improving a transaction processing model. Assesses database performance by developing a protocol for measurement of results and identification of problem areas. Support database performance by monitoring database performance; evaluating and resolving processing and programming problems; designing database management tools; answering user questions.
- Maintain Security of All Information and Database Systems - Secure all databases by preparing access and control policies and procedures, implementing disaster recovery procedures. Ensure that all systems complete and maintain a current Security Assessment and Authorization, Privacy Impact Assessment, Annual Operational Analysis, Baseline System Information, and COOP Plan based on OCOO best practices and requirements. Engage OCOO, AHB, and OCIO on a routine basis to ensure best IT practices and requirements are met.
- Provide Training and Guidance on Database Use - Assist both technical and non-technical staff and clients in using data properly, which includes writing reports, developing training manuals, directly training to ensure smooth operation of the systems.
- Design and Develop Database and Information Systems - Support application design by contributing expertise to applications, operations, and technical support teams. Collaborate with a range of internal and external stakeholders to develop, manage and maintain a range of databases (i.e., SharePoint, Excel, Inteum, TechTracs, ARTS, etc.). Determine the best method to organize, record and implement data which may vary with request.
- Update job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
Requirements
- Proven experience in database management systems such as Oracle, SQL Server, or similar platforms with a strong understanding of database design principles.
- Demonstrated expertise in ETL processes using tools like Talend or Informatica for efficient data integration from multiple sources.
- Proficiency in programming languages such as Python for data analysis and automation tasks.
- Extensive knowledge of big data technologies and platforms supporting large-scale data storage and processing.
- Skilled in business intelligence tools including Tableau for developing dashboards that communicate complex insights clearly.
- Strong project management skills with experience working within Agile environments to deliver technical solutions on time.
- Familiarity with regulatory compliance management related to research data sharing and intellectual property rights.
- Excellent analysis skills with the ability to interpret complex datasets using SQL queries, spreadsheets, and analytics software.
- Effective cross-functional communication skills to collaborate seamlessly across departments involved in technology transfer processes.
- Leadership qualities capable of guiding teams through database design projects while maintaining high standards of data quality management.
