Are you an experienced IT project management professional looking for a new and exciting opportunity?

The Wisconsin Department of Transportation (WisDOT) is seeking IT Portfolio Management professionals to join our IT Project Management Office (PMO). Our PMO Specialist and Project Leader positions (IS Technical Services Specialist) will provide IT and project management support, solutions, and frameworks to support WisDOT business objectives and the State’s transportation infrastructure.

These full-time permanent positions are headquartered at the Hill Farms State Office Building on the near west side of Madison, WI and allow the option to work remotely up to 5 days per week. All employees are generally expected to be headquartered and work within the State of Wisconsin. This position will be required to come into the office for training, meetings and/or operational needs. This topic will be discussed more at the time of the interview.

These positions provide guidance and leadership in IT Portfolio and Project Management (PPM) services and requires comprehensive knowledge of IT project management and project leadership concepts, methods, practices, and skills. In these positions, you will oversee project management services for complex projects, providing the tools and support our teams need to implement complex initiatives designed to significantly improve WisDOT technology and services. You will ensure that PMM requirements are complete and accurate, and that our IT project portfolio impacts are understood by management, business partners, project leaders and staff.

These positions will also lead complex IT projects for BITS where you will perform project management and business analysis activities using various methods to capture business requirements, document scope and deliverables, develop project plans. You will collaborate with a wide range of business areas, stakeholders, IT staff, and third-party vendors to support initiatives and improve efficiency in multiple technical environments.

Requirements

Qualified applicants must describe their professional experience in all the following in order to be considered:

  • Applying project management methodology standards, best practices, and leadership techniques to IT projects
  • Mentoring project managers in project and portfolio management processes
  • Working with multiple IT development methodologies (e.g., Agile, Waterfall, Lean, Iterative, SDLC, etc.)

In addition to all the above, well qualified applicants will also have professional experience with one or more of the following:

  • Performing multiple steps of the project development life cycle process (i.e., planning, analysis, design, coding, testing, implementation, support etc.)
  • Learning, administering, and providing training on portfolio and resource management systems
  • Developing and maintaining business partnerships
  • PMP or other related professional training certification

A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
