Job description
The Developer, Specialist performs thorough end-to-end analysis of complex business functionality, provides technical solutions for complex business requirements, and implements enterprise-grade software solutions. This role functions as an individual contributor, capable of working independently and within teams, and serves as the technical lead on development projects., * Authentication microservice

- Serve as technical lead on development projects.
- Provide development strategy for clients and develop multi-year development approaches for programs.
- Coordinate and plan all tasks required for software development and implementation.
- Guide development teams on Proofs of Concept using new technologies and innovation.
- Evaluate new technologies for solving technical problems and recommend solutions to enhance user experience.
- Identify and escalate program risks and issues to leadership and assist in developing solutions.
- Demonstrate advanced expertise and contribute to the Development practice by publishing technology points of view through white papers.
Design & Architecture
- Create conceptual designs and write technical specifications for business requirements.
- Prepare conceptual technical solutions based on business requirements.
- Participate in design sessions and analyze user needs to determine technical requirements.
- Collaborate with the Business Analysis team to finalize system design and technical solutions.
- Develop process flows, screen designs, and storyboarding to support system design.
- Work on application integration with third-party systems.
Development & Quality Assurance
- Perform code reviews and suggest improvement areas to the Developer team.
- Participate in peer reviews of detailed design and technical documentation.
- Provide component-level details and effort estimates to Development Principals and project managers.
- Prepare implementation checklists.
- Identify security issues and provide corrective action plans.
- Demonstrate in-depth knowledge of development practices to ensure high-quality solutions., Web & Mobile Development
- Front-end: HTML, CSS, JavaScript, jQuery, AngularJS, Bootstrap.
- Server-side: Java/J2EE, Web Services, XML, ASP.NET, Python, PHP, Ruby.
- Application frameworks: Struts, Spring, Hibernate, JSF, GWT.
- Web/application servers: Apache, WildFly/JBoss, Tomcat, WebLogic, WebSphere.
- Experience designing multi-browser-compatible and responsive UI applications.
- Single sign-on (SSO) integration and identity & access management (IAM) tools.
- CI/CD and build tools: Jenkins, GitLab, Maven, SonarQube.
- Security scanning tools: Fortify, Hailstorm, and experience resolving web application vulnerabilities.
- Relational databases: Oracle, SQL Server, DB2.
- Non-relational databases: NoSQL, MongoDB, Cassandra.
- Experience with mobile technologies and cloud computing.
Database Development & Data Modeling
- Relational databases: Oracle, SQL Server, MySQL, DB2.
- Data modeling tools: Erwin, SQL Data Modeler.
- Design and architect back-end solutions using relational databases for enterprise applications.
- Build conceptual, logical, and physical data models to translate business requirements.
- Enforce data governance standards across enterprise assets.
- Master/reference data management in high-volume, high-availability database environments.
- Identify and reduce data redundancy and inconsistencies.
- Implement database security to reduce vulnerabilities.
- Create database tables, views, stored procedures, triggers, and functions.
- Fine-tune SQL queries and improve application performance.
- Build highly available and scalable applications.
Commercial Off-the-Shelf (COTS) Development
Extensive experience with COTS products such as:

Responsibilities include:
- Implementing end-to-end solutions using COTS products and managing configuration tasks.
- Providing solutions to complex problems through COTS customizations.
- Integrating COTS solutions with large-scale web applications and relational databases.
- Escalating and resolving issues with third-party vendors.
- Training resources on various COTS tools.
- Understanding COTS application security, architecture, and documentation, both functional and technical.
Requirements

- Healthcare IT experience preferred, * Bachelor’s degree in Computer Science or a related field, plus 10+ years of software development experience.
- Experience with Software Development Life Cycle (SDLC) and Software Testing Life Cycle (STLC).
- Experience in the healthcare industry.
- Experience with Agile development methodologies.
Additional Qualifications
- Knowledge of SharePoint, Webex, Skype, and Microsoft Office Suite including Word, Excel, and Visio.
- Experience with software and database architectural techniques and high-level design using UML or similar modeling tools.
- Excellent understanding of Medicaid Information Technology Architecture and healthcare project implementations.
- Knowledge of CMMI maturity levels.
- Experience leading teams and successfully implementing enterprise applications.
- Experience with microservices and modular frameworks.
- Excellent knowledge of object-oriented programming, enterprise architecture, and web applications.
- Excellent understanding of relational and non-relational database concepts.
- Excellent Linux/Unix command knowledge.
- Excellent understanding of version control and defect management tools including ClearCase, SVN, CVS, JIRA, Bugzilla, and ClearQuest.
- Experience configuring applications on-premise and cloud infrastructure including AWS, Oracle Cloud, and IBM Cloud.
- Familiarity with Waterfall, Hybrid Agile, and Agile/Scrum methodologies.
