Job description

The State of South Carolina Department of Social Services (DSS) is seeking a highly experienced Systems Software Programmer - Consultant to support mission-critical child welfare and human services systems. This role will serve as a technical project lead within the Application Development team, supporting the modernization, enhancement, and maintenance of DSS child welfare applications while ensuring compliance with state and federal requirements, including CCWIS and AFCARS. The ideal candidate is a hands-on senior developer with deep expertise in .NET, SQL, and N-Tier architectures, capable of independently designing, implementing, and supporting complex enterprise systems., * Serve as a systems program project lead for DSS application development initiatives

  • Lead the design, development, and implementation of system enhancements and new functionality
  • Develop and modify VB.NET / ASP.NET / C# applications accessing MS SQL Server 2019 databases
  • Design and maintain interfaces with:

  • Division of Child and Family Services
  • Child Support System
  • PACSS and CAPSS
  • Lead development of bi-directional interfaces with:

  • Department of Health and Human Services
  • Department of Education
  • Department of Mental Health
  • Ensure all integrations meet applicable state and federal compliance requirements
  • Assist with planning and system design to implement CCWIS and AFCARS federal mandates
  • Lead development and implementation of CAPSS changes related to the Michelle H. settlement agreement
  • Support development and implementation of Families First Preventive Services Act (FFPSA) initiatives
  • Assist with ongoing maintenance and operational support of child and adult protective services systems
  • Develop data extracts and files for:

  • Federal reporting
  • State reporting
  • Ad hoc and operational requests

Requirements

  • 10+ years of experience independently designing and implementing medium to large-scale software systems using .NET architectures
  • 8+ years of experience developing data-driven applications using SQL
  • 8+ years of experience building Windows and web-based applications using N-Tier architectures
  • Strong experience with dynamic content, scalable designs, and complex security models
  • 5+ years of experience with Microsoft operating systems and at least two of the following:

  • Microsoft Server
  • Team Foundation Server (TFS)
  • Microsoft Visual Studio
  • Database, messaging, or web server systems Preferred Skills

  • Prior experience supporting child welfare or human services systems
  • Experience with SACWIS / CCWIS requirements, standards, and objectives
