Job description

We are supporting a leading NHS Trust to appoint an experienced Interim Director of FM Transformation & Development to lead a critical programme of Property & Facilities Management transformation and support one of the UK’s most significant healthcare infrastructure projects.

Reporting directly into the Senior Director within the Directorate, this is a strategic leadership role operating at executive level across the Trust and wider NHS system. The successful candidate will play a pivotal role in shaping the future Property & Facilities Management operating model while supporting the delivery of the Trust’s contribution to the New Hospital Programme (NHP).

The Role

You will lead the strategic transformation of Property & Facilities Management services, ensuring the Trust is prepared to meet future operational requirements and Hospital 2.0 standards. Working closely with executive leaders, programme teams, external consultants and national NHP stakeholders, you will develop and implement a future Target Operating Model (TOM) that aligns current transformation priorities with the requirements of a new, digitally enabled healthcare estate.

The role sits at the centre of a complex governance structure, engaging with programme boards, delivery groups, clinical and operational workstreams, Property & FM leadership teams, and national New Hospital Programme representatives., * Lead all Property & Facilities Management (P&FM) matters relating to the New Hospital Programme.

  • Develop and implement the Directorate’s Target Operating Model (TOM), ensuring alignment with transformation objectives and future Hospital 2.0 requirements.
  • Build and lead the Property & FM transformation function, including workforce planning, organisational design and capability development.
  • Manage and develop key transformation resources, including Asset & Smart Buildings, Engineering and FM Operational functions.
  • Commission and manage external consultancy support to undertake service maturity assessments, FM strategy reviews, digital maturity reviews, gap analyses and transformation roadmaps.
  • Deliver large-scale organisational transformation programmes across Estates and Facilities services.
  • Oversee and implement Development Control Plans aligned to the Trust’s strategic objectives.
  • Lead workforce planning, service redesign and cultural change initiatives to support future service delivery models.
  • Support development of the Trust’s digital estate strategy, including Smart Buildings, Digital Twins and Intelligent Hospital Capabilities (IHC).
  • Ensure P&FM technical teams provide quality assurance, technical review and RFI responses throughout the design and construction phases of the New Hospital Programme.
  • Work closely with construction partners, designers and technical specialists throughout programme delivery.
  • Support the deployment and optimisation of digital programme tools including Common Data Environments (CDE) and Aconex.
  • Procure and manage professional services, consultancy support and supply chain partners.
  • Lead risk management, commercial planning and programme assurance activities across the transformation portfolio.
  • Chair and contribute to multiple programme workstreams and governance forums.
  • Collaborate with NHSE, ICBs, NHP teams and external stakeholders to ensure integrated programme delivery.
  • Represent the Trust within national New Hospital Programme Estates & Facilities working groups, including Gateway reviews and Hospital 2.0 maturity assessments.

Leadership

  • Act as the senior Property & Facilities transformation lead across the organisation.
  • Deputise for the Director of Estates & Facilities on New Hospital Programme matters.
  • Work closely with Executive Directors, the Deputy CEO (Programme SRO) and senior stakeholders across the Trust.
  • Lead multidisciplinary teams comprising internal specialists, programme resources, consultants and external partners.
  • Provide strategic updates and recommendations to Property & Facilities SLT and programme governance boards.

Requirements

  • Extensive senior leadership experience within NHS or public sector Estates, Facilities Management, Infrastructure or Transformation environments.
  • Proven success delivering large-scale transformation, organisational change and service redesign programmes.
  • Experience developing and implementing Target Operating Models and future-state service strategies.
  • Strong understanding of P & FM within complex healthcare environments.
  • Experience supporting major capital, infrastructure or hospital development programmes.
  • Knowledge of Hospital 2.0 standards, digital estates strategies, smart buildings and emerging healthcare technologies would be highly advantageous.
  • Excellent stakeholder management skills with experience engaging executive leaders, regulators, programme boards, consultants and national NHS bodies.
  • Demonstrable experience operating within complex governance and programme management frameworks.
  • A strategic thinker with the ability to balance long-term vision with operational delivery.
