Job description
Seeking an experienced Mainframe Application Developer proficient in both COBOL and Java EE technologies. The ideal candidate will play a critical role in the design, development, and maintenance of integrated eligibility systems, leveraging expertise in both legacy mainframe and modern Java environments., Design, develop, and maintain mainframe applications using COBOL, IMS DB/DC, and JCL.
- Develop and support Java EE modules as required for integration or migration projects.
- Conduct unit and integration testing of mainframe and Java applications.
- Collaborate with business analysts, architects, and quality assurance teams to ensure project success.
- Generate and maintain technical design and project documentation.
- Diagnose and troubleshoot production and development issues.
Expected Deliverables:
- Detailed technical design documents.
- Fully tested and documented application program code for both mainframe and Java EE platforms.
Requirements
Mainframe Experience: Minimum 4 years of hands-on development with COBOL and IMS/DB on IBM Mainframes, including experience with JCL, ISPF, and batch/online program design.

Java Enterprise Development: Minimum 2 years of practical experience building and maintaining enterprise applications using Java EE (J2EE).
- Technical Proficiency:
- Demonstrated skill with IMS DL/I, JCL, and debugging tools (such as Expediter).

Proven ability to work independently on the full SDLC: analysis, technical design, coding, testing, and deployment for mainframe-based applications.
- Documentation & Communication:
- Strong verbal and written communication skills.
- Ability to produce technical design and testing documentation.
- Experience collaborating in cross-functional teams.
Preferred Skills:
- Experience with Microsoft COBOL and related mainframe utilities.
- Background in technical design and unit testing.
- Familiarity with legacy modernization projects moving from mainframe to Java platforms.
- Experience with Telon and PDF environments on IBM z/OS is a plus.
- Knowledge of integrated eligibility or similar systems in government or large enterprises., Note: Certification in COBOL, Java EE, or related technologies and prior experience with major IT organizations/government projects will be considered favorably.
