Job description
CVP is seeking a Systems Architect / Technical Lead to serve as the technical authority for NIH Web Services, which operates the NIH Enterprise Service Bus and SOA platform via MuleSoft Anypoint Platform and CloudHub. The platform handles approximately 44 million API hits annually and operates under FedRAMP Moderate controls. Responsibilities
- Provide technical authority for MuleSoft/ESB/SOA architecture and API-led connectivity design
- Lead security/ATO alignment, FedRAMP Moderate compliance, and root-cause resolution
- Design and govern reusable System, Process, and Experience API layers
- Oversee API security, TLS, high-volume reliability, observability, and performance architecture
- Produce ARB artifacts and technical standards; mentor the engineering team
- Lead modernization of integration services and assess new system architecture needs rapidly
Requirements
- Must be eligible to obtain a Public Trust clearance
- BS/BA + 10 years of relevant experience; OR MS + 5 years of relevant experience
- 10+ years of technical leadership experience
- 8+ years of enterprise system development/integration experience
- 3+ years on comparable scope/complexity efforts
- Cloud/DevSecOps modernization experience
- Deep MuleSoft Anypoint Platform and CloudHub architecture expertise
- Strong knowledge of ESB/SOA and API-led connectivity, Oracle/MS SQL integration, and API security/TLS
- Experience with FedRAMP Moderate/NIST 800-53/FIPS 140-2 controls and high-volume API service management
Desired Skills
- NIH EPLC architecture/design artifacts knowledge
- FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility
- DevSecOps/CI-CD, automated testing, and code quality proficiency
- Cloud experience (AWS/Azure/GCP); containers/IaC as appropriate
- Government-approved AI-assisted code/test workflow experience
- On-site availability when directed
Benefits & conditions
