Job description
CVP is seeking a Systems Architect / Technical Lead for the NIH Apps portfolio, which includes three billing systems: CIT Billing, AIS, and Telecommunication Billing. These systems generate billing transactions and files that directly support CIT revenue and are deeply integrated across the NIH enterprise. Responsibilities
- Provide technical authority for software architecture, identity lifecycle design, and data/integration patterns
- Lead security/ATO alignment, cloud/modernization strategy, and root-cause resolution
- Design and govern billing-data integrity, reconciliation, and modernization architecture
- Manage complex integrations among CIT Billing, AIS, Helix, NED/AD, ServiceNow ASR, EIS telecom data, and NIH Business System billing files
- Produce ARB artifacts and technical standards; mentor the engineering team
- Lead modernization of legacy .NET billing components with minimal revenue-cycle disruption
Requirements
- Must be eligible to obtain a Public Trust clearance
- BS/BA + 10 years of relevant experience; OR MS + 5 years of relevant experience
- 10+ years of technical leadership experience
- 8+ years of enterprise system development/integration experience
- 3+ years on comparable scope/complexity efforts
- Cloud/DevSecOps modernization experience
- Deep Microsoft .NET/ASP.NET architecture expertise including ASP.NET AJAX/Telerik, .NET Framework business layers, ADO.NET/LINQ/Entity Data Model, and SQL Server 2016
- Strong knowledge of SSO integration and billing-data integrity/reconciliation
- Demonstrated experience modernizing legacy billing systems in a federal enterprise environment
Desired Skills
- NIH EPLC architecture/design artifacts knowledge
- FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility
- DevSecOps/CI-CD, automated testing, and code quality proficiency
- Cloud experience (AWS/Azure/GCP); containers/IaC as appropriate
- Government-approved AI-assisted code/test workflow experience
- On-site availability when directed
