Job description

Navaide is seeking a qualified Senior Data Analyst to support DC P&R/B&E Division under a Financial Management Support Services contract. This is an on-site position based in the Pentagon area (Washington, DC / National Capital Region), and the candidate will occupy Government-provided workspaces at the Pentagon or at Navaide facilities outside the Pentagon. This role fulfills the PWS’s Senior Level Financial Analysis key function, applied to analytics, reporting, and dashboard products that give DC P&R/B&E Division leadership consistent, audit-ready visibility across financial execution, current-year operations, OBIEE/OAS reporting, and civilian personnel data. You will assist the USMC in the formulation of financial plans, cost estimates, and analysis of financial requirements, with a thorough understanding of the interrelationships between financial management requirements and automated solutions., Core Functions Develop and maintain analytics, reports, and dashboards across all supported PWS task areas, integrating authoritative data sources including DAI, PBIS, and War Data Platform (ADVANA). Build and support analytical applications using governed Power BI semantic models, QLIK, or comparable tools within ADVANA and War Data Platform. Support automation of recurring reconciliation checks and data quality controls to reduce manual review effort. Maintain crosswalks, data lineage, and normalized identifiers to support consistent rollups across organizations and fiscal years.

Financial Management Support Support execution snapshots, anomaly and variance detection, and quarterly leadership brief packages. Support current-year operational reporting, execution forecasting, and Mid-Year Review / year-end closeout data products. Develop and support OBIEE/OAS reports and dashboards, respecting subject-area boundaries, security constructs, and fiscal-period logic. Support civilian personnel data analytics, integrating WYPC, TFSMS, HRLink, and DAI OTL data into workforce reporting products.

Collaboration & Communication Coordinate with the Functional Project Manager and task leads to prioritize analytics requirements across task areas. Support War Data Platform application governance meetings and stakeholder data requests. Communicate technical data findings clearly to non-technical financial management stakeholders and leadership.

Requirements

8+ years supporting Federal Financial Management, including Department of War (DoW) and Marine Corps financial processes (roles, responsibilities, and processes of major players). In-depth functional knowledge and expertise of Oracle modules in Defense Agencies Initiative (DAI) business functions, to include Budget to Report, OBIEE/OAS, Order to Cash, and Procure to Pay. Working knowledge of SQL and relational data structures; demonstrated experience building dashboards/reports in Power BI, QLIK, Tableau, or OBIEE/OAS. Experience integrating multiple authoritative data sources (e.g., DAI, PBIS, WYPC, TFSMS, HRLink) into consistent reporting products. Local candidates required - must reside in the Pentagon / National Capital Region (NCR) area and report on-site at the Pentagon. Ability to work independently, effectively manage time and priorities, and demonstrate strong organizational skills in completing assigned tasks. Strong written and verbal communication skills in English, with the ability to communicate technical subject matter effectively and maintain professional telephone, email, and customer interactions. Demonstrated leadership and customer service skills, including the ability to direct Contractor personnel and interface professionally with Government representatives and customers, with training and experience appropriate to assigned responsibilities.

Preferred Qualifications Experience with DAI OBIEE/OAS report development in a Marine Corps or DON environment. Experience supporting civilian labor or workforce analytics (WYPC, TFSMS, HRLink). Prior experience supporting HQMC, BUPERS, NAVWAR, or OPNAV N1 financial or workforce analytics engagements.

Education Undergraduate degree required in relevant major/concentration Oracle/SQL Financials Certification(s) required
