Information Technology Specialist 3 (Programming), (NY HELPS), Box PIMS-1131/02024

Duties Description The New York State Education Department’s Office of Information Technology Services is seeking applicants for the position of Information Technology Specialist 3 (Programming). The incumbent of this position will be responsible for analysis and implementation of technical enhancements required of the Child Nutrition Management System (CNMS) application under supervision of an Information Technology Specialist 4. Duties of this position will include but may not be limited to:

• Ability to diagnose and implement complex business solutions using development skills in SQL, PL/SQL, Javascript and other web-based technologies;
• Demonstrate knowledge of complex relational databases and database programming styles and languages;
• Ensure all code written by self and subordinates have been reviewed and tested thoroughly;
• Assist with the design and implementation of new infrastructure to support the existing application, such as a robust change management system and extensive reporting capabilities;
• Ensure the use of appropriate tools for application development, including Git, JIRA, Confluence documentation, and continuous delivery as defined by the Enterprise Architecture Committee;
• Assist with modernizing the application using current technologies and tools, as defined by SED ITS standards.
• Supervise; assign tasks; evaluate performance of subordinates; and
• Participate in efforts to modernize CNMS., This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Five years of professional experience in computer programming which must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization’s information technology architecture and business needs.

Substitution: A bachelor’s degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming; or a bachelor’s or higher level degree in any field and three years of experience in computer programming; or an associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.

Promotion: One year of permanent service as an Information Technology Specialist 2 (Programming).

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Programming).

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.4 Transfer to Information Technology Specialist 3 (Programming): Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to this title if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-21 or higher AND have standing on the eligible list for this title.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and meet the minimum qualifications.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive or non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

Verification of coursework/degree and experience will be required at the time of interview for all candidates.

This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position requires occasional off-shift night and weekend work.

Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
