Information Technology Specialist 3 (Data Communications), (NY HELPS), Box PIMS-1160/01501

Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking candidates for an Information Technology Specialist 3 (Data Communications) position within the Networking team. The incumbent of this position will be responsible for the installation, configuration, and administration of network devices and infrastructure. Working with end users team members to ensure the network (and technologies associated) continue to thrive and strengthen. Duties of this position include, but are not limited to, the following:

• Support NYSED’s network infrastructure of routers, switches, firewalls, LAN wiring, fiber optic cabling, network appliances, etc., and ensure network components are functioning optimally;
• Assist with the design, implementation, and administration of network equipment;
• Assist with capacity planning and monitoring of network data as we expand out;
• Assist with DDI, NAC, Wi-Fi, and other network technologies (as procured);
• Analyze network connectivity and bandwidth issues and perform appropriate remedial action;
• Develop and maintain system documentation for the agency network, including the creation of LAN and WAN diagrams as needed.
• Interact with other technical units to troubleshoot various hardware, software, and networking issues;
• Assist and communicate with ITS staff, management, and external vendors; and
• Perform other duties as assigned, This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• Five years of experience in networking and/or telecommunications. The networking and/or telecommunications experience must have involved the design, analysis, capacity planning, monitoring, performance evaluation, and/or tuning of a data communications/telecommunications network.

Substitution: A bachelor’s degree in any field including or supplemented by 15 semester credit hours in networking and/or telecommunications AND two years of experience in networking and/or telecommunications; OR a bachelor’s or higher level degree in any field AND three years of experience in networking and/or telecommunications; OR an associate degree with 15 semester credit hours in networking and/or telecommunications AND four years of experience in networking and/or telecommunications.

PROMOTION: Current State employees must have 1 year of permanent competitive, non-competitive NY HELPS, or 55-b/55-c service as an Information Technology Specialist 2, Information Technology Specialist 2 (Programming), or Supervising Computer Operator. COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Data Communications).

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.4 Transfer to Information Technology Specialist 3 (Data Communications): Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to this title if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-21 or higher AND have standing on the eligible list for this title.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and meet the minimum qualifications.

This will be a permanent, competitive or non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and are subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

Verification of education and experience will be required at the time of interview for all candidates.

This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position requires occasional off-shift night and weekend work.

This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
