System Operations Manager

The Manager of System Operations provides leadership to establish the strategic direction of the System Operations Division including staffing and budget strategies and operational standards, policies, and procedures, and identifies opportunities for improvement. Manages the 24/7 operations of the electric system, processes, projects, and technology that support the real time operations. Supervises, leads, and coordinates activities of System Operators, Trainees, and the Trouble Dispatcher. Supervises, leads, and coordinates activities of the Energy Portfolio Analyst who ensures that there is adequate wholesale power supply to meet the daily energy needs of NSBU utility customers based on determining the best mix of available resources. Reports directly to the Director of Electric Operations. The position also collaborates with the Director of Engineering and Information Technology in planning, directing, and coordinating all electric transmission and distribution system activities through designated staff, consultants, contractors, and governmental agencies. Additionally, the incumbent works with the Director of Electric Operations to implement real-time actions that ensure the stable and reliable operation of the Bulk Electric System, up to and including the shedding of firm load when necessary., * Schedules personnel and supervises shift operators and other operations personnel, including directing the priorities, people, and resource allocations, as well as conducting fair and honest performance appraisals, identifying, and managing employee development needs, and establishing and maintaining a positive and productive working environment.

• Responsible for preparing annual budget estimates for capital improvements, as well as preparing and submitting for approval the System Operations Department budget including purchased power and is responsible for ensuring the proper management of the departmental budget.
• Gathers and maintains historical system and operations data as needed for compliance, analysis, and distribution.
• Confers with engineering personnel and consulting engineers on new facilities, systems, technology, operating and technical issues, system stability, and load flows.
• Ensures team readiness and compliance with Incident Command System (ICS) protocols and leads organizational response during emergencies and major events.
• Manage SCADA and Outage Managment Systems (OMS). Identify System Ops improvements such as in people, process, or technology to improve Sys Ops in managing the system and in outage management/reduction. Ensure consistent and accurate outage reporting for internal staff as well as customer external facing interfaces such as (OMS). Coordinate with Engineering and IT for system maintenance and improvements.
• Represents NSBU in industry trade associations (Florida Municipal Power Association (FMPA), Florida Municipal Electric Association (FMEA), American Public Power Association (APPA), etc., as necessary.
• Participates in the NERC/SERC and other regulatory compliance audits and data gathering, as required.
• Serve as a key operating contact for the North American Electric Reliability Corporation (NERC), Southeastern Electric Reliability Council (SERC), and The Florida Reliability Coordinating Council (FRCC) standards. Acts as the primary point of contact for emergency outages or incidents occurring outside standard business hours.
• Establishes and enforces accountability for internal control responsibilities through regular performance reviews, goal setting, and remedial actions for non-compliance. Evaluates the effectiveness of internal controls within the department on a quarterly basis and communicate any control deficiencies to senior leadership immediately. Ensures all direct reports have clearly defined and documented internal control responsibilities in their respective job descriptions. Participate in internal audit reviews and take ownership of implementing corrective actions for any identified control gaps., While performing the duties of this position, the employee is regularly required to sit. The employee is occasionally required to stand, walk, climb, or balance and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Additionally, while performing the duties of this position, the employee is occasionally exposed to wet and/or humid conditions; high, precarious places; outside weather conditions, to include extreme storm conditions; extreme cold; extreme heat; and risk of electrical shock.

EMERGENCY RESPONSE DUTIES This position is part of New Smyrna Beach Utilities Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined in the Human Resources Manual or Collective Bargaining Agreement. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by NSBU’s Emergency Incident Commander or individuals designated by the General Manager/CEO to assign such functions may result in disciplinary action up to and including termination.

Do you have experience in Utility electrical systems?, Bachelor of Science Degree in Electrical Engineering or a related field preferred.

EXPERIENCE 5+ years industry experience and 5+ years supervisory experience preferred.

Additional Requirements CERTIFICATES NERC Certification at BT or RC level required.

LICENSES Florida Driver’s License Class E required.
