Job description

As an MMIS Data Architect, you will design and govern data architectures supporting large-scale Medicaid system implementations and modernizations. You will partner with conversion teams, application architects, analysts, developers, and state clients to ensure data is structured, integrated, validated, and optimized across MMIS and modular Medicaid Enterprise (MES) environments., · Design and define MMIS data architecture standards supporting data conversion, integration, reporting, and downstream operational use.

· Guide data transformation strategies from legacy MMIS platforms to modern solutions ensuring integrity, scalability, and performance.

· Leverage AI-assisted and intelligent automation techniques to accelerate data design, profiling, validation, reconciliation, and documentation workflows while maintaining strong governance and human review.

· Collaborate with data conversion managers, architects, analysts, and developers to align conversion design with target-state architecture.

· Establish and maintain data architecture artifacts including source-to-target mappings, canonical models, data dictionaries, and governance standards.

· Ensure data designs support CMS requirements, audit readiness, reporting needs, and operational performance expectations.

· Define integration patterns and data flows between MMIS modules, analytics platforms, and external systems.

· Partner with infrastructure and cloud teams to ensure alignment with hosting, security, and performance standards.

Requirements

· Nine (9) or more years of experience in data architecture or large-scale data platform design, preferably within Medicaid, MMIS, or public sector healthcare systems.

· Experience supporting data conversion or data migration initiatives, including source- to-target design and validation strategies.

· Three (3) or more years of experience applying AI-assisted or intelligent automation capabilities to accelerate data workflows within governed enterprise environments.

· Foundational understanding of cloud infrastructure and cloud networking protocols, including firewalls, routing, and network storage.

· Experience working across the full software development life cycle (SDLC) in large, complex implementation programs.

· Strong communication skills with the ability to explain complex data concepts to technical and non-technical stakeholders.

Preferred Qualifications

· Experience using AI-assisted tools to accelerate mapping analysis, conversion test generation, reconciliation logic, or technical documentation drafting.

· Familiarity with governed enterprise AI platforms (e.g., Copilot-based solutions) in regulated healthcare or public sector environments.

· Broad technical depth across data technologies, including experience with relational and NoSQL databases, common data and file formats (e.g., JSON, CSV, Parquet, Avro), source code and schema formats, data transfer and integration technologies (APIs, web services, messaging, ETL), and the ability to work across diverse data ecosystems.

· Experience with Databricks or related big data and analytics technologies (data lakes/warehouses) used to build, optimize, and support scalable data processing and analytics solutions
