Under the general administrative direction of the Deputy Director and Chief Information Officer of the Information Technology Services Division, the Enterprise Solutions Architect will serve as an expert advisor and works as a technical expert within the California State Lottery (Lottery). The incumbent will be responsible for designing and implementing integrated, enterprise solutions that enable the Lottery to achieve its business goals and objectives. The duties for this position are focused in the Business Technology Management, Information Security Engineering, Client Services, IT Project Management, Software Engineering, and System Engineering domains. This position is headquartered in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California. The SOQ serves as a document of the candidate’s ability to present information clearly and concisely in writing and should be typed, no more than two (2) pages in length, and in 10 point font or above. Applicants who fail to submit the SOQ or who do not follow the instructions of the SOQ will be eliminated from the examination process. 1) Describe the depth and breadth of your experience designing and implementing end-to-end, integrated enterprise solutions. Include examples and specifics which substantiate your experience performing the duties required of the Lottery’s Enterprise Solutions Architect. 2) Describe your approach to researching, evaluating, selecting, and introducing a new, innovative solution to an organization. Please include details on at least one innovative solution, such as a new tool or new approach for doing work, that you lead or helped drive.
Requirements
Do you have experience in Technical solutions implementation?, Individuals who are currently in the classification, eligible for lateral transfer, eligible for reinstatement, have list or LEAP eligibility, are in the process of obtaining list eligibility, or have SROA and/or Surplus eligibility (please attach your letter, if available). SROA and Surplus candidates are given priority; therefore, individuals with other eligibility may be considered in the event no SROA or Surplus candidates apply. Individuals who are eligible for a Training and Development assignment may also be considered for this position(s)., In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Excellent written and verbal communication skills, experience conducting briefings and presentations to all levels, and strong interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters.
- Experience translating business requirements into scalable, secure, and supportable architecture designs.
- Experience providing expert technical guidance in the development of strategic roadmaps, technical blueprints, standards, and reference architectures in support of solution development and implementation.
- Experience performing critical analysis and providing recommended alternatives.
- Experience in leading projects and driving the introduction and adoption of new tools, technologies, and processes.
- Experience participating in and developing innovative IT strategic frameworks and strategy roadmaps to transform and modernize IT ecosystems.
- Experience in working and collaborating with teams across multiple IT and business disciplines including but not limited to solution architects, domain architects, software engineers, and technical operations staff.
- Experience designing and documenting end-to-end enterprise solutions across applications, data, integration, security, and infrastructure layers.

- Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless otherwise approved by the CIO. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.
- Travel: Statewide overnight travel may be required.
- Other: This position is required to carry a Lottery-issued mobile phone to be reachable outside of normal business hours.
