Job description

The Senior Computer Scientist serves as a technical authority for software architecture, AI/ML system design, ontology integration, and DevSecOps pipeline engineering on the OBIQUA program. This role provides direct technical leadership within the SAFe Agile program, supports the Key Personnel in fulfilling their obligations, and drives design decisions that affect IC-wide analytic interoperability. All solutions must integrate into DIA’s IT environment and software baseline.

Duties may include:

  • Architect, design, and lead development of scalable enterprise data pipelines (ETL/ELT) using Apache NiFi, Databricks, and SPARQL CONSTRUCT for ingestion, normalization, and semantic fusion of multi-INT datasets.
  • Lead design and implementation of knowledge graph architectures using RDF triple stores, SPARQL 1.1, OWL 2 reasoning, GeoSPARQL, and SHACL validation per Ontology & Knowledge Modeling requirement.
  • Lead TEVV protocol design and execution for AI/ML models and analytic algorithms; ensure compliance with ICD 203, DoD Ethical Principles for AI, and NIST AI RMF 1.0.
  • Engineer containerized DevSecOps pipelines (Docker, Kubernetes, Jenkins, GitLab, Fortify, SonarQube) for ATO-compliant software delivery infrastructure-as-code requirement.
  • Provide technical support to Lead AI Architect and Lead Ontologist in fulfilling DIEKM/DICO compliance, cross-domain interoperability, and Government data rights obligations.
  • Integrate AI/ML systems with the QAF dashboard; ensure model outputs feed real-time quality metrics, performance trends, and TEVV compliance data to Government-accessible dashboards.
  • Ensure all developed software, AI models, weights, and training data comply with (Government Ownership); maintain complete model cards, version histories, and deployment documentation.
  • Lead technical PI planning, architectural runway development, and cross-team dependency resolution; mentor mid-level engineers and conduct code reviews to maintain engineering standards.
  • Author system design documents, API specifications, deployment guides, and operator runbooks per Knowledge Management Strategy requirements.

Requirements

  • Bachelor’s degree in Computer Science, Software Engineering, or related STEM field AND 8+ years of progressive software engineering experience in classified IC or DoD environments
  • Expert proficiency in Python, Java, or C#; experience with DIA baseline tools: Python, R, SQL, ArcGIS, Tableau
  • Demonstrated experience designing enterprise-scale microservices, APIs, and containerized applications (Docker, Kubernetes)
  • Hands-on experience with knowledge graph technologies: RDF, SPARQL, OWL, SHACL, GraphDB, or Apache Jena
  • Experience with CI/CD DevSecOps toolchains: Jenkins, GitLab, Fortify, SonarQube in classified environments
  • Demonstrated RMF, ACAS, STIG, and ATO compliance experience in classified DoD/IC environments
  • Experience leading software engineering teams or serving as a technical lead/architect

Desired:

  • Direct experience with DIA MARS platform, TALOS program, or Object-Based Production (OBP) architecture
  • Familiarity with DIEKM/DICO standards and IC enterprise ontology governance frameworks
  • Experience with Databricks, Apache NiFi, or Kafka for large-scale data engineering
  • Experience with LLM/RAG architectures, agentic AI platforms, or AI/ML pipeline engineering in classified environments
  • SAFe certification (SA, SPC, or RTE) or demonstrated SAFe program delivery experience at senior level
  • Experience with GeoSPARQL, PostGIS, or geospatial data integration for spatially-enabled intelligence
  • Master’s degree in Computer Science or related field

Security Clearance:

  • Active TS/SCI and the willingness to sit for a polygraph, if needed
