NYS IES PRD-20260819-500 Developer Level 3 (Lead MDM)

Voyatek is seeking applicants to occupy the position of Level 3 Developer - Lead MDM within our team NYS Integrated Eligibility Systems located in Albany, NY (hybrid). This position is a 31 month contract. The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs., Daily activities will include, but are not limited to: Analyze requirements, design & develop end to end Master Data Management (MDM) solutions. Design & build data models, data quality rules, match & survivorship rules etc. Perform analysis, design, development and implementation, including data analysis, data access, data structures, data transformation, data reporting solutions and user documentation. Manage and administer ETL solutions for medium to large scale OLTP and OLAP projects. Monitor daily ETL jobs and processes that identify load and performance issues and determine the resolution and revise the incorrect operational processes. Communicate and coordinate with members of the development team to work across multiple projects. Explore, actively support and work on new technology initiatives that may be of interest to the organization. Actively participate in troubleshooting any technical issues that the program may have. Other duties as assigned.

Consultants may be eligible to telecommute for more than 50% of their work hours, up to and including 100% remote work. Telecommuting arrangements require direct manager approval and are subject to change based on program needs. Consultants approved for 100% remote work must attend monthly in-person meetings at the Albany office and be available for major milestone meetings as needed.

1. Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Developer
2. Seven or more years of hands-on experience in implementing and maintaining data integration processes using Informatica suite of products such as Master Data Management (MDM), Informatica PowerCenter and/or Informatica Data Quality or similar products.
3. Between two to three years of domain knowledge and experience in an Integrated Eligibility System within a Health and Human Services programs such as PA, TA, SNAP, HEAP, Fair Hearings, Child Support, etc. .

Preferred Qualifications:

1. Seven years or more of hands-on experience using ETL tools like Informatica PowerCenter to migrate data from various sources and targets including databases, flat files, and XML files, UNIX shell scripts.

2. Seven or more years of experience with Data Quality processes, approaches, measurement techniques and business cases for data profiling, data cleansing, standardization, match and merge functionality using tools such as Informatica Data Quality.

3. Seven or more years of experience developing complex SQL, PLSQL objects with Oracle 11g or higher such as stored procedures, triggers, packages, materialized view and using Oracle supplied utilities including: SQL Loader, external tables, and Oracle built in packages to migrate data.

4. Seven or more years of experience writing complex UNIX scripts to validate and ftp files, and for scheduling / automating ETL processes.

5. Seven or more years of experience with implementing ETL solutions for medium to large scale OLTP and OLAP projects.

6. Seven or more years of experience in writing technical specifications including ETL source to target mapping documents, ETL design documents, implementation documents. .

The wage range for this role reflects the wide array of factors considered in compensation decisions. These factors include, but are not limited to, skill sets, experience, training, licensure certifications, and geographic location. Compensation decisions are based on the unique facts and circumstances of each case. A reasonable estimate of the hourly range is $70.00 - $80.00.
