Job description
The Reinstatement Support Analyst provides initial intake and processing of various service purchase transactions in support of the Service Purchase Unit and assists with department projects as needed.
Essential Functions and Responsibilities:
- Provide prompt phone, virtual, and in-person counseling in order to answer member inquiries.
- Develop thorough understanding and technical knowledge of various types of service purchase requests and related eligibility criteria under retirement plan rules.
- Research requests for establishing creditable service, reinstating previously refunded time, out of state teaching, military service, and service with other cities and towns.
- Develop skills to understand and calculate creditable service and relationship to retirement benefits.
- Communicate with other retirement boards on participant salaries; refund breakdowns; service and liabilities of their members attempting to establish creditable service with the MSRB.
- Develop knowledge related to understanding and the administration of service purchases under G.L. c. 32.
- Develop skills necessary to integrate and become proficient with OnBase ECM system in order to successfully process member purchases of creditable service and other types of system transactions.
- Ability to work with high volume case load.
- Develop expertise and facilitate staff knowledge of MARIS, OnBase and MSRBeyond.
- Assist in the performance of any assigned special projects as periodically required
Other Duties and Responsibilities:
- Assist other Retirement Board departments as necessary.
- Demonstrates knowledge of M.G.L. c.32 and possess ability to explain provisions to members with regard to the service purchase process.
- Travel as required.
- Adhere to Treasury and Board human resource and operational policies.
Requirements
- Degree or higher or comparable work experience;
- Excellent communication (writing and speaking), inter-personal and demonstrated organizational skills are required;
- Can provide high level of member service and responsiveness while working against deadlines;
- Ability to understand, interpret and apply service purchases and regulations;
- Ability to maintain complex records and to prepare periodic reports from such records;
- Ability to establish and maintain effective and professional working environment;
- Knowledge of retirement industry in general and related benefits;
- Currently proficient in Microsoft Word, Excel, Windows, Teams, Sharepoint;
- Familiarity with electronic content management systems.
Physical Requirements:
- Ability to lift up to 10 lbs.
- Ability to sit for extended periods of time
Benefits & conditions
The hybrid work environment will consist of two (2) days in the office each week, with one of these days being either a Monday or a Friday.
