Voyatek is seeking applicants to occupy the position of Level 2 Developer within our teamNYS Integrated Eligibility Systems located in Albany, NY (hybrid). This position is a 31 month contract. The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs., Daily activities include but not limited to:

• Responsibilities will include translation of the business requirement and use cases to develop enterprise applications and unit testing of same.
• Work with the technical leads and architects to transform the high- and low-level system design into technical components.
• Develop applications based on technical requirements, design & architecture principles & standards.
• Produce work products and applications that reflect and ensure system design and delivery are in line with business needs and project plan.
• Collaborate with other team members and stakeholders.
• Other duties as assigned

Consultants may be eligible to telecommute for more than 50% of their work hours, up to and including 100% remote work. Telecommuting arrangements require direct manager approval and are subject to change based on program needs. Consultants approved for 100% remote work must attend monthly in-person meetings at the Albany office and be available for major milestone meetings as needed.

1. Level II- Between four (4) and seven (7) years of experience as a Developer

2. 7 years’ experience in utilizing a variety of technologies and frameworks to achieve project goals, adapting to new tools as necessary with hands-on experience in full stack development using .Net Framework, .Net Core, J2EE, Spring boot, Java, C# or similar modern OO programming language, Web Services, Database, or web application development.

3. More than 5 years’ experience working on complex projects including developing applications using SOA Design patterns, Microservices Containerization using Docker or OpenShift, Databases (including SQL Server, Oracle, and No SQL Databases) and Object-Relational Mapping frameworks and experience with Agile and Scrum development methodologies.

Preferred Qualifications:

1. More than five (5) years’ experience in developing responsive web applications with DevSecOps tools and processes (e.g. Azure DevOps, Git, SonarQube) to include experience with Continuous Integration and Continuous Delivery techniques.

2. More than five (5) years’ experience in implementing web applications using scripting languages such as Java Script, jQuery, Angular, React; demonstration of solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code.

3. One to two years of experience in code reviews, technical documentation, Test Driven Development and automated testing / unit testing frameworks while maintaining regulatory compliance.

The wage range for this role reflects the wide array of factors considered in compensation decisions. These factors include, but are not limited to, skill sets, experience, training, licensure certifications, and geographic location. Compensation decisions are based on the unique facts and circumstances of each case. A reasonable estimate of the hourly range is $55.00 - $65.00.
