This position serves our partners at the Minnesota Department of Health (MDH). The MNIT MDH team provides services for over 250+ applications and delivers the information technology to drive one of the leading public health systems in the nation. You will support an agency that works to protect, maintain, and improve the health of all Minnesotans.

This position is responsible for managing small, routine, and less complex IT and business projects across the state. The project manager oversees the full project lifecycle-from initiation and planning through execution, monitoring, control, and closure-using industry best practices, PMBOK standards, and MNIT guidelines. Responsibilities include managing project scope, schedules, risks, issues, changes, status reporting, and quality to ensure projects are delivered consistently, successfully, and with proper documentation. The role may cover a wide range of IT technologies, systems, infrastructure, applications, processes, and services.

The position also supports the Project Management Office (PMO) by helping coordinate project intake, preparing portfolio and project status reports, and administering the project and portfolio management system. In addition, the incumbent assists senior project managers with more complex projects, programs, and portfolios. Compared with higher-level project managers, this role handles projects with smaller scope and complexity and typically receives more guidance, coaching, and mentoring when making decisions and solving project-related problems.

The incumbent ensures quality and consistency across small projects in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices. The end goal of the position is the successful delivery of projects in a consistent and documented manner.

This position requires an employee to work onsite at 625 Robert St. N, St. Paul, MN Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligibility depends on residence:

• Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.

• Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.

This position requires a minimum of two (2) years of experience in performing IT project management functions., * Experience developing, managing, and maintaining project documentation and reports for all phases of IT projects, including project initiation, planning, scheduling, execution, monitoring, change control, risk management, and closure.

• Experience coordinating or leading cross-functional project teams consisting of technical staff, business stakeholders, vendors, or other organizational partners.
• Experience analyzing business or technical requirements and supporting the development, enhancement, implementation, testing, or retirement of information technology solutions or services.
• Knowledge of information technology concepts, systems development practices, and project management methodologies sufficient to support the delivery of IT solutions and communicate effectively with both technical and non-technical stakeholders.
• Proficiency in Microsoft Office Suite (Outlook, Excel, Word, SharePoint, Visio, and Project).
• Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
• Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months., * Experience managing information technology projects with budgets of $500,000 or less in a public-sector, enterprise, or statewide environment.

• Experience using project and portfolio management tools to support project intake, prioritization, scheduling, status reporting, resource tracking, and portfolio oversight.
• Knowledge of Agile/Iterative development methodologies.
• Experience using a portfolio management tool.
• Experience using Jira.
• Strong organizational skills with attention to detail.
