Job description

Bright Star is recruiting an experienced a Senior Dataverse SME Lead to support DHS Power Platform modernization, enterprise data architecture, and Microsoft 365 data integration efforts. This role will serve as the senior technical authority for designing, configuring, governing, and sustaining Microsoft Dataverse solutions that support DHS mission operations, portfolio management, task tracking, reporting, and executive dashboards., Dataverse Architecture and Data Modeling

  • Lead the design and implementation of complex Dataverse table structures, including standard tables, custom tables, activity tables, intersect tables, and reference tables.
  • Define columns, data types, lookup fields, choice columns, calculated columns, rollup columns, alternate keys, autonumber fields, and required field logic.
  • Design normalized data models that reduce duplication and support scalable reporting, workflow automation, and application performance.
  • Configure one-to-many, many-to-one, and many-to-many relationships across Dataverse tables.
  • Develop entity relationship diagrams, source-to-target mappings, metadata models, and data dictionaries.
  • Establish reusable data architecture patterns for DHS applications, taskers, portfolios, programs, personnel, organizations, status tracking, approvals, and reporting.

Dataverse Security and Governance

  • Configure and manage Dataverse security roles, business units, owner teams, access teams, field-level security, row-level access, and record ownership models.
  • Design role-based access models aligned to DHS program offices, portfolios, components, and user groups.
  • Support environment-level security, data loss prevention policies, connector controls, auditing, and compliance requirements.
  • Configure auditing, version history, change tracking, and access controls to support DHS governance and oversight.
  • Ensure Dataverse solutions comply with DHS cybersecurity, privacy, records management, and data governance expectations.

Power Platform Solution Design

  • Serve as the lead technical SME for Dataverse-backed model-driven apps, canvas apps, Power Pages, Power Automate workflows, and Power BI dashboards.
  • Define when Dataverse should be used instead of SharePoint Lists or Microsoft Lists based on data complexity, relationships, permissions, scalability, and reporting needs.
  • Support configuration of Dataverse forms, views, charts, dashboards, command bars, business rules, business process flows, and app navigation.
  • Lead design reviews for Power Apps and Power Automate solutions using Dataverse as the system of record.
  • Establish development standards for table naming, solution components, publishers, environment variables, connection references, managed solutions, and deployment packages.

Data Integration and Automation

  • Design and build integrations between Dataverse and SharePoint Online, Microsoft Lists, Excel, Forms, Teams, Outlook, Power BI, and other M365 sources.
  • Develop Power Automate cloud flows for data intake, routing, approvals, notifications, validation, synchronization, and exception handling.
  • Build automated processes to ingest data from spreadsheets, SharePoint lists, form submissions, email attachments, and legacy exports into Dataverse.
  • Configure Dataverse triggers, actions, child flows, scheduled flows, approval flows, and error-handling patterns.
  • Support use of virtual tables, custom connectors, APIs, dataflows, Power Query, Azure SQL, or Microsoft Fabric where required.
  • Implement data quality checks, duplicate detection, validation rules, and reconciliation processes.

Power BI and Reporting Readiness

  • Prepare Dataverse data for Power BI dashboards, operational reports, and executive analytics.
  • Design reporting tables, status history tables, audit tables, snapshot tables, and reference tables to support dashboard needs.
  • Work with Power BI developers to define relationships, semantic models, measures, refresh logic, row-level security, and performance requirements.
  • Ensure Dataverse data is structured for clean reporting on status, assignments, due dates, portfolios, programs, taskers, risks, deliverables, and performance metrics.
  • Document data lineage from source systems into Dataverse and onward into Power BI datasets.

SharePoint and M365 Modernization

  • Assess existing SharePoint Lists, Microsoft Lists, document libraries, Excel trackers, and manual workflows.
  • Determine which data should remain in SharePoint, which data should migrate to Dataverse, and which should be integrated through a hybrid architecture.
  • Convert flat SharePoint or Excel-based data into relational Dataverse tables with proper keys, relationships, and security.
  • Design metadata standards, controlled vocabularies, lookup structures, and taxonomy models.
  • Support migration planning, data cleansing, field mapping, testing, and user validation.

Technical Leadership

  • Lead technical workshops with DHS stakeholders, program managers, business analysts, developers, and reporting teams.
  • Translate DHS mission requirements into Dataverse architecture, workflows, applications, and reporting structures.
  • Mentor junior Power Platform developers, analysts, and data resources on Dataverse best practices.
  • Troubleshoot complex Dataverse issues involving permissions, relationships, forms, flows, performance, deployment, and data quality.
  • Produce technical documentation, architecture diagrams, configuration guides, test plans, and sustainment procedures.

Requirements

The candidate must have deep hands-on experience with Dataverse table architecture, relational modeling, security roles, solution lifecycle management, Power Automate integration, SharePoint migration, and Power BI reporting readiness. The role requires the ability to convert fragmented data from SharePoint, Excel, Microsoft Lists, forms, and other disparate sources into structured, normalized, secure, and reusable Dataverse data models., * Active DHS clearance / DHS suitability required.

  • 8+ years of experience in data architecture, Microsoft business applications, enterprise data management, or application modernization.
  • 5+ years of hands-on experience with Microsoft Dataverse and Power Platform.
  • 3+ years serving as a technical lead, senior SME, solution architect, or data architecture lead.
  • Expert knowledge of Dataverse tables, columns, relationships, forms, views, business rules, security roles, teams, business units, and solution management.
  • Experience designing relational Dataverse data models for enterprise applications and reporting.
  • Strong experience integrating Dataverse with Power Apps, Power Automate, SharePoint Online, Microsoft Lists, Excel, Teams, Outlook, and Power BI.
  • Experience migrating or restructuring data from SharePoint, Excel, Access, or legacy systems into Dataverse.
  • Experience with Power Platform ALM, managed solutions, unmanaged solutions, environment variables, connection references, publishers, and deployment pipelines.
  • Ability to design Power BI-ready Dataverse structures, including reporting tables, lookup tables, history tables, and status tracking.
  • Ability to document technical designs, data models, workflows, data dictionaries, and governance standards.
  • Strong communication skills with ability to brief DHS stakeholders and translate mission requirements into technical solutions.

Preferred Qualifications

  • Prior DHS experience, especially with CBP, FEMA, TSA, USCIS, ICE, CISA, or DHS HQ.
  • Experience supporting PMO, task management, portfolio management, mission support, operational reporting, or executive dashboard applications.
  • Experience with model-driven apps, canvas apps, business process flows, custom pages, Power Pages, and Dataverse plugins.
  • Experience with Power BI semantic models, Power Query, dataflows, row-level security, and dashboard performance optimization.
  • Experience with Azure SQL, Azure Data Factory, Microsoft Fabric, Synapse, APIs, custom connectors, virtual tables, or enterprise data warehouses.
  • Familiarity with DHS cybersecurity, privacy, records management, auditability, accessibility, and governance requirements.
  • Microsoft certifications preferred:
  • o Power Platform Solution Architect Expert, * Data architecture: 8 years
  • Dataverse and Power Platform: 5 years
  • Technical Lead: 3 years

Ability to Commute:

  • Washington, DC (Preferred), * Do you currently hold an active DHS Public Trust or CBP Background Investigation (BI)? This is a required qualification for this position.
  • Do you have at least 5 years of hands-on experience with Microsoft Dataverse?
  • Do you have at least 8 years of experience in data architecture, enterprise data management, Microsoft business applications, or application modernization?
  • Have you served as a Technical Lead, Solution Architect, Senior SME, or Data Architecture Lead for at least 3 years?
  • Do you have experience integrating Dataverse with Power Apps, Power Automate, SharePoint Online, Microsoft Lists, Excel, Teams, Outlook, and Power BI?
  • Have you supported DHS, CBP, FEMA, TSA, USCIS, ICE, CISA, or another DHS component?
