Job description
- Lead, manage and develop a team of software developers, providing technical leadership, coaching, mentoring and support across Agile software development processes.
- Provide expert technical advice on software development methodologies, standards, best practice and quality assurance.
- Support the prioritisation and allocation of software development requests, ensuring work is appropriately assigned across the Application Development Team.
- Engage with stakeholders to gather and evaluate business requirements, agree technical specifications, provide project updates and secure final project sign-off.
- Translate business requirements into technical specifications, user stories and work tasks for the Application Development Team.
- Plan and lead the analysis, design, development, testing and documentation of software features and components using Agile methodologies and Azure DevOps.
- Lead software development activities using Microsoft technologies, ensuring code is clean, secure, effective and compliant with relevant development policies, standards and best practice.
- Use Azure DevOps to manage Agile sprints, user stories, testing, documentation, project progress and software delivery.
- Oversee software integration, integration testing, build and release processes, including the use of Azure DevOps Pipelines.
- Oversee database design and implementation using Entity-Relationship models, Microsoft SQL Server, Management Studio and SQL.
- Provide technical advice, training and support for bespoke business-critical applications, corporate ICT systems, third-party software and cloud services including Microsoft Azure, Teams and SharePoint Online.
- Diagnose and resolve software-related issues, providing first-line technical support and prioritising business-critical systems to ensure the effective delivery of organisational services.
- Work collaboratively with Infrastructure, Service Desk and other ICT teams to ensure software is securely provisioned and ICT services are effectively maintained.
- Assist with project management, technical assurance, capacity planning and resource planning for corporate and directorate software projects.
- Manage software support contracts with third-party suppliers and investigate new software products, producing assessments and recommendations where required.
- Build and maintain effective relationships with stakeholders, including Assembly Members, business areas, ICT colleagues and external public sector and legislative organisations.
- Provide ICT consultancy and specialist technical advice across a range of organisational activities and working groups.
- Assist with the development and implementation of relevant IT policies, standards, procedures and security measures.
- Ensure compliance with organisational policies relating to Equality, Dignity at Work, information governance and other relevant procedures.
- Carry out any other duties appropriate to the role.
Requirements
Are you an experienced Software Developer with a passion for leading development teams and delivering secure, business-critical software solutions? Do you have strong experience with Agile development, Azure DevOps, C#.NET and Microsoft SQL Server? If so, we’d love to hear from you!, * Hold a Bachelor’s degree or higher in Computing, Computing Science, Software Engineering or another discipline relevant to Information Systems / Information Technology, with at least 50% computing content.
AND
- Have at least 1 year’s experience in leading and managing an application development team.
AND
Have at least 2 years’ experience in each of the following:
- Application Development, including Microsoft Visual Studio 2015 or later and C#.NET (or equivalent technologies) and ASP.NET programming skills.
- Agile software development using Azure DevOps.
- Database design using Microsoft SQL Server 2012 or later.
OR
- Hold an HND or Foundation Degree in Computing or another discipline relevant to Information Systems / Information Technology, with at least 50% computing content*.
AND
- Have at least 1 year’s experience in leading and managing an application development team.
AND
Have at least 3 years’ experience in each of the following:
- Application Development, including Microsoft Visual Studio 2015 or later and C#.NET (or equivalent technologies) and ASP.NET programming skills.
- Agile software development using Azure DevOps.
- Database design using Microsoft SQL Server 2012 or later.
