Senior Engineer - External Risks Infrastructure Protection

Infrastructure Protection is responsible for protecting TfL’s railway and transport assets from risks arising from external activities, neighbouring infrastructure, and third-party interfaces., We are looking to recruit a Senior Engineer to lead on our External Risks portfolio alongside managing Outside Party jobs. This role will focus on third-party assets that could impact the railway, vehicle incursion risk assessment activities, and representing TfL on key external risk initiatives.

The role involves being a trusted source of engineering advice and guidance to a range of internal and external stakeholders, and day-to-day work will include:

• Leading the development, implementation and maintenance of a central register of third-party assets that have the potential to significantly affect TfL’s railway and transport infrastructure. Assets such as pipe crossings, build-over decks, bridges, etc.
• Reviewing existing data sources, records, inspections, videos and maintenance information to identify third-party assets presenting a risk to TfL, identifying asset owners and maintaining productive relationships with external organisations to obtain, verify and maintain third party asset information, inspection records and maintenance arrangements.

• Acting as the Infrastructure Protection lead for Vehicle Incursion Risk Assessments across the TfL network, including undertaking new risk assessments and regularly reviewing existing assessments to ensure they remain valid and reflect current site conditions.

• Representing TfL Infrastructure Protection at bridge strike prevention forums and working groups both internally and externally. This will include collating and analysing bridge strike data to identify trends, emerging risks and opportunities for risk reduction.

• Managing Outside Party jobs of varying scale for Infrastructure Protection; providing engineering oversight, coordinating interfaces with stakeholders and TfL assurance teams, reviewing technical submissions and assessments, securing railway consents/access where needed, and tracking project costs for recovery.

At the present time TfL is unable to offer visa sponsorship for this role., * Ability to gather, analyse and interpret engineering, asset and maintenance information from multiple sources and present findings clearly to technical and non-technical audiences.

• Ability to engage with and influence a wide range of internal and external stakeholders, including infrastructure owners, local authorities, utilities and developers.
• Ability to develop and maintain databases, asset registers and information management processes.
• Ability to identify engineering and long-term risks from construction/buildings adjacent to the railway, establish appropriate mitigation measures and communicate risk effectively.
• Ability to produce and interpret plans, drawings and GIS-based information.
• Ability to negotiate technical details with infrastructure owners, designers, contractors plus other parties where appropriate and not concede points critical to TfL business.
• Ability to manage programme and commercial aspects of project delivery; at any stage of the project lifecycle (e.g. bid stage, options, feasibility, design, construction or project close)

Knowledge:

• Understanding of vehicle incursion risks, bridge strike risks and associated industry guidance.
• Ability to understand and correctly interpret Acts under which railways, highways and other transport systems were built and are operated and maintained, legal property documentation, contracts, including Party Wall etc. Act, Town & Country Planning Act, Access to Neighbouring Lands Act, Construction (Design & Management) Regulations, Highways Act and various railway legislation.
• Ability to understand and correctly interpret vesting documents (e.g. relating to ownership, maintenance and inspection obligations of neighbouring third-party assets and property)
• Knowledge of railway infrastructure and the interfaces between transport assets and neighbouring third-party assets.
• Chartered/Incorporated Engineer, recognised international equivalent or possesses relevant knowledge and experience in the field of Transport Asset Management, External Risks and Engineering/Development adjacent to the Railway.

Experience:

• Experience in Civil, Structural or Infrastructure Engineering, including one or more of design, assessment, maintenance, operation or construction.
• Experience of developing, maintaining or managing engineering asset databases, registers or information systems.
• Experience of building relationships with and influencing a wide range of internal and external stakeholders.
• Experience of operational railway or highway environments and the management of external asset interfaces
• Desirable: Experience relating to bridge strike prevention, highway safety, vehicle restraint systems, or vehicle incursion risk assessment.
• Experience in the execution of demolition, new construction or maintenance activities in close proximity to operational transport infrastructure.
• Useful but not essential: Experience of Structural Inspections and Assessments particularly the ability to interpret reports and to use the information contained therein
