Job description

Evolve Blue is seeking an experienced Data Architect to support the Minnesota CCWIS modernization program. The role will provide architecture leadership for the transition from the legacy Social Services Information System (SSIS) to a modern, configurable statewide child welfare platform. The Data Architect will define target-state data architecture, logical and physical data models, migration patterns, data quality controls, governance standards, reporting structures and sustainable exchange patterns across State, county, Tribal and partner systems.

Key Responsibilities

Lead target-state data architecture for the CCWIS solution and align data design with the broader solution architecture.

Develop and maintain conceptual, logical and physical data models, including current-state and future-state models required for modernization planning.

Define enterprise data standards, naming conventions, canonical structures, metadata practices and data dictionary governance.

Analyze SSIS and connected legacy data structures and translate them into scalable target-state models.

Define source-to-target mapping standards and transformation patterns for historical and operational data conversion.

Establish data migration architecture covering extraction, cleansing, transformation, validation, reconciliation, exception handling and auditability.

Design sustainable data exchange patterns for State, local, Tribal and partner systems using APIs, integration services and open standards.

Partner with the Data Conversion Lead and Data Exchange / Interface Lead on migration and interoperability deliverables.

Define data quality controls, reconciliation approaches and monitoring needed to preserve fiscal, regulatory and reporting integrity.

Support federal and State reporting architecture, operational reporting, analytics and real-time dashboard requirements.

Define security classification, role-based data access and protection requirements for sensitive child welfare information.

Ensure architecture supports scalability, availability, performance, traceability, auditability and long-term maintainability.

Produce architecture diagrams, data design documents, data standards and technical decision records.

Participate in architecture reviews, design workshops, governance meetings, demonstrations and technical validation sessions.

Provide technical direction and design guidance to senior and junior data engineers.

Support migration rehearsals, cutover planning, production transition, defect resolution and post-go-live stabilization.

Requirements

Recommended: 7+ years of enterprise data architecture, data engineering or database architecture experience.

Recommended: 5+ years designing data architecture for large enterprise systems or modernization programs.

Demonstrated experience with logical and physical data modeling, data dictionaries and source-to-target mappings.

Strong experience with enterprise data migration, data conversion, data cleansing and reconciliation.

Strong SQL and relational database knowledge, including performance and data integrity considerations.

Experience designing cloud-based data platforms, scalable data services or modern data architectures.

Experience defining integration patterns involving APIs, batch interfaces, files, messaging or event-driven exchanges.

Experience producing formal architecture and technical design documentation for complex programs.

Ability to work effectively with technical, functional, QA, security, reporting and government stakeholder teams.

Must be able to perform project work from within the United States and comply with project security and confidentiality requirements.

Technical Skills

Data modeling: conceptual, logical and physical models; normalization; referential integrity; metadata.

Data migration: profiling, mapping, transformation, cleansing, reconciliation and validation.

Data platforms: enterprise relational databases, data warehouse / lake / lakehouse patterns as applicable.

Integration: REST APIs, enterprise integration patterns, batch processing, secure file exchange and messaging.

Languages / tools: advanced SQL plus Python or comparable data-processing technology.

Cloud: Azure, AWS or comparable government/enterprise cloud platform experience.

Security: data classification, encryption, access control, auditability and regulated-data handling.

Preferred Qualifications

Prior State or Federal government modernization experience.

Child Welfare, CCWIS/SACWIS, Human Services, Medicaid, Healthcare or other regulated public-sector domain experience.

Experience modernizing large legacy case-management or benefits systems.

Experience with modern lakehouse/data engineering platforms such as Databricks, Azure Data Factory, Synapse, AWS Glue or comparable technologies.

Experience with master data management, metadata/catalog solutions or enterprise data governance frameworks.

Experience supporting federal/state reporting and complex fiscal or audit requirements.

Knowledge of NIST-aligned security practices, FIPS requirements, HIPAA/PII controls or IRS Publication 1075 environments.
