Job description

The Senior SAS Application Solution Developer provides senior-level SAS development support to SSA’s Reporting and Program Analysis (RAPA) division for the Statistical Publication modernization and expansion effort. The role’s primary focus is migrating legacy COBOL programs to modern SAS code and SAS Data Integration (DI) jobs, and modernizing and automating publication processes for the Annual Statistical Supplement, SSI, OASDI, Earnings, Geographic, and Representative-Payee publications across the SSA SAS Data Analytics Platform (DAP), including the SAS Analytics Research Center (ARC) and supporting Mainframe and AWS environments.

Design Tasks:

· Lead COBOL-to-SAS migration activities, including reading and interpreting legacy COBOL programs and converting them to modern SAS code and SAS Data Integration (DI) jobs.

· Convert legacy COBOL programs used in the Continuous Work History Sample (CWHS) process to SAS DI jobs and develop SAS DI jobs to generate 10% CWHS files and 100% High Earners files.

· Provide senior-level SAS application development support to SSA’s RAPA division for statistical publication modernization and expansion.

· Update, upgrade, test, and migrate existing publication automated code to the most current version of the SAS/ARC software.

· Modernize and automate publication processes for the Annual Statistical Supplement, including cross-program tables, Highlights and Trends, Insured Status Provisions, Benefit Computation and Automatic Adjustments tables, Benefit Types and Levels, Effect of Current Earnings and Taxation of Benefits, and the SSI Federal Benefit Rates table.

· Maintain Supplemental Security Income (SSI) publications, Earnings Master Geography and Demographic (MGD) file, Earnings Publication, OASDI publications, Geographic publications, and Representative-Payee automated publication processes.

· Update SSI Monthly and Yearly statistical table inputs from SSR datasets to concurrent datasets.

· Update SAS DI baseline data from Reference Tax Year (RTY) 2017 to RTY 2023 across the 21 earnings publication tables included in the Annual Statistical Supplement.

· Update RTY 2023 SAS Enterprise Guide projects to incorporate the Master Geographic Demographic (MGD) SAS datasets into the annual earnings publication process.

· Enhance the MGD methodology to assign all taxpayers a State and County code, and develop algorithms to add taxpayers with wage forms processed in subsequent processing years.

· Validate that SAS Enterprise Data Integration Studio (DI) jobs migrated from the integration environment to the production environment, including SharePoint and Executive Order zMFA updates, run successfully end-to-end.

· Translate business requirements into functional and technical requirements, then into SAS code, ETL workflows, and automated production jobs.

· Lead full lifecycle development activities, including requirements analysis, solution design, systems architecture, technical walkthroughs, validation planning, system testing, deployment, and post-implementation support.

· Develop and maintain technical and user documentation, operational run books, and training materials, and present project status and outcomes to SSA stakeholders.

· Collaborate with RAPA staff and the RAPA modernization team on ongoing publication production and ad hoc research projects requiring SAS data extracts and statistics.

Requirements

Do you have experience in Training material drafting?, Do you have a Associate’s degree?, · Bachelor’s degree in Computer Science, Information Systems, Statistics, Mathematics, or related technical field; Associate’s degree with 7+ years of relevant experience may substitute for the bachelor’s degree requirement.

· Minimum 7 years of relevant experience in SAS application development, ETL workflow design, or statistical data production.

· Demonstrated proficiency in COBOL-to-SAS migration, including reading, interpreting, and converting legacy COBOL programs into modern SAS code and SAS DI jobs (required).

· Proven experience with publication automation using SAS DI in a federal or large enterprise environment.

· Demonstrated proficiency in statistical and data analysis using SAS tools deployed on the SSA Analytics Research Center (ARC) Platform.

· Hands-on experience with SAS Enterprise Guide 8.x and SAS Enterprise Data Integration (EDI) Studio (required).

· Experience using SAS EDI Studio to develop, test, and maintain ETL workflows.

· Experience translating business requirements into technical requirements and SAS code (required).

· Expert-level use of SQL and demonstrated experience with relational databases including DB2.

· Proven experience designing and developing functional applications and systems of high technical complexity.

· Experience across the full software development lifecycle, including business requirements gathering, functional and detailed requirements analysis, solution design, systems architecture, validation planning, and system testing.

· Experience proposing system changes to management, users, and technical teams, and presenting work and project outcomes to stakeholders.

· Experience with project planning, management, and reporting using standard planning tools.

· Strong technical and user documentation skills, including the ability to develop operational run books, training materials, and user guides.

· Knowledge of SSA administrative master files, including the Supplemental Security Record (SSR), Numident, Master Earnings File (MEF), and Master Beneficiary Record (MBR) / Payment History Update System (PHUS), is highly desired.

· Excellent written and verbal communication skills, including effective technical writing.

· Proactive self-starter with the ability to manage multiple concurrent projects and meet deadlines.

· Ability to work confidently with technical teams, analysts, and Government stakeholders at all levels of the organization.

Must be able to obtain and maintain a Public Trust.
