Job description

This position is contingent upon contract award

The Business Analyst supports the full scope of the CMS Drug Data Processing System (DDPS) and Payment Reconciliation System (PRS) (DDPS/PRS) business analysis including requirements elicitation, legislative and policy impact analysis, Joint Application Design (JAD) facilitation, and stakeholder coordination. This individual translates Medicare Part D legislative changes, CMS sub-regulatory guidance, and business requirements into actionable development backlogs and system specifications, and maintains key program documentation including the CMS Participant Guide and Computer-Based Training modules.

This is a remote position; however, Cognitive hires only in the following designated U.S. states based on contract and business requirements: VA, DC, MD, TN, FL, AZ, CO, OR, and TX., * Conduct requirements elicitation, analysis, and documentation; develop and refine Epics, Features, User Stories, and Acceptance Criteria in JIRA aligned to the CMS produc tbacklog.

  • Conduct legislative and policy impact analyses for Medicare Part D mandates including IRA 2022 provisions, MDP, CGDP sunset, and GLP-1 drug program changes; translate impacts into prioritized development backlogitems.
  • Facilitate Joint Application Design (JAD) sessions and backlog refinement activities with CMS Product Managers, business owners, and technical teams.
  • Maintain the CMS Participant Guide incorporating HPMS memos, legislative changes, and sub-regulatory guidance; develop andmaintaina communication plan and version log approved by the COR and Business Owner (SOO §4.4.4).
  • Maintain and update the suite of approximately six Computer-Based Training (CBT) modules; ensure Section 508 compliance and compatibility with AWS-hosted CMS infrastructure (SOO §4.4.5).
  • Support Section 9008 Branded Prescription Drug Fee reporting using DIR data from HPMS and PDE drug cost data for annual IRS submission (SOO §4.4.3).
  • Support CMS inquiries, audits (GAO, OIG), FOIA responses, and maintain requirements traceability matrix (RTM) throughout the software development lifecycle.

Requirements

  • Bachelor’s degree in a related field; 4 or more years in business analysis on federal IT or health programs.
  • Demonstrated experience eliciting requirements, facilitating JAD sessions, and translating policy into system requirements.
  • Experience maintaining federal program documentation including participant guides, policy memos, and training materials.
  • Experience developing Section 508-compliant Computer-Based Training (CBT) content.
  • Experience with JIRA, Confluence, and GitHub for requirements and backlog management.
  • Strong written communication skills for CMS-facing deliverables, meeting minutes, and audit responses.
  • Ability to pass CMS and internal required background checks for public trust.
