- This position is contingent upon contract award and final client approval. STi is actively identifying qualified candidates for proposal support and rapid post-award onboarding.
- The anticipated contract period is October 6, 2026, through October 5, 2031, inclusive of the base period and four option periods.
- Work is expected to be performed primarily remotely from an approved location within the Continental United States. Limited travel, in-person meetings, or classroom training in Washington, DC, may be required., Strategic Technology Institute, Inc. (STi) is seeking a Federal Travel Program Manager / E2 Solutions Subject Matter Expert to support the Federal Retirement Thrift Investment Board’s end-to-end Federal travel management program.
This position will serve as the principal Federal travel SME and day-to-day program lead, providing hands-on support for travel authorizations, reservations, vouchers, approval workflows, reporting, system administration, traveler assistance, and Federal Travel Regulation compliance.
The successful candidate will possess substantial experience supporting Federal civilian travel programs and working directly in E2 Solutions or another Federal electronic travel system. The position will also support FRTIB’s anticipated transition from E2 Solutions to GSA’s Go.gov travel platform., Federal Travel Program Leadership -
- Serve as STi’s principal Federal travel subject-matter expert and day-to-day program lead.
- Coordinate contract activities, deliverables, status reporting, quality-control activities, and meetings with STi and Government stakeholders.
- Maintain continuity of travel-support operations and coordinate cross-trained backup coverage.
- Monitor workload, processing accuracy, recurring issues, and compliance risks.
Travel Authorizations and Cost Estimates
- Assist Federal employees with planning official travel and estimating allowable travel costs.
- Prepare, review, and process travel authorizations within E2 Solutions or the applicable electronic travel system.
- Verify lodging, meals and incidental expenses, transportation, mileage, and other reimbursable expenses.
- Validate accounting codes, funding lines, justifications, supporting documentation, and approval routing.
- Ensure travel actions comply with the Federal Travel Regulation, GSA guidance, and agency policies.
Reservations and Travel Management -
- Assist travelers with airfare, lodging, rental-car, and other official-travel reservations.
- Verify city-pair fares, lodging-per-diem limitations, and other Federal travel requirements.
- Coordinate itinerary changes, cancellations, and other travel adjustments resulting from mission or administrative requirements.
- Support reservation processing through the appropriate Travel Management Center and web-based reservation tools.
Travel Vouchers and Reimbursement -
- Prepare, review, and process travel vouchers and local vouchers.
- Validate claimed expenses, mileage, transit, parking, and other reimbursable costs.
- Review documentation for accuracy, completeness, and regulatory compliance.
- Resolve returned transactions, routing errors, and other processing issues.
- Coordinate the electronic submission of approved vouchers for payment.
E2 Solutions Administration and Workflow Support
- Create, maintain, and troubleshoot travel approval and routing workflows.
- Administer protected user roles, permissions, and access assignments.
- Maintain accurate supervisory, financial, budgetary, and other required approval paths.
- Troubleshoot functional and integration-related issues affecting authorizations, vouchers, reservations, payments, or reporting.
- Provide functional and technical assistance to system users.
Reporting and Compliance -
- Extract, compile, validate, and submit travel-related reports.
- Support annual Government reporting, travel-card reporting, management reporting, compliance reviews, and audit requests.
- Monitor the accuracy and completeness of electronic travel-system data.
- Support Individually Billed Account and Centrally Billed Account processes.
Training and Customer Support
- Conduct virtual training, webinars, refresher sessions, and remote desk-side support for agency personnel.
- Develop or update brief instructional materials addressing system procedures, policy changes, onboarding, and common processing issues.
- Provide responsive coaching and troubleshooting support to travelers, approvers, and other system users.
- Conduct limited in-person or classroom training when requested.
E2-to-Go.gov Transition Support -
- Assist with the transition of agency travel processes from E2 Solutions to GSA’s Go.gov travel platform.
- Map existing authorization, voucher, payment, reporting, workflow, and approval processes to the new platform.
- Support system configuration, workflow validation, user-role administration, testing, issue resolution, and operational-readiness activities.
- Help maintain continuity of travel operations during system implementation and after Go.gov deployment.
Requirements
- Five or more years of directly relevant experience supporting Federal civilian travel programs, Federal travel processing, or Federal travel management.
- Substantial hands-on experience using and supporting E2 Solutions or a comparable Federal electronic travel system.
- Demonstrated knowledge of the Federal Travel Regulation and Federal civilian travel requirements.
- Experience preparing, reviewing, or processing Federal travel authorizations and vouchers.
- Experience with approval routing, accounting or funding-line validation, travel documentation, and reimbursement processes.
- Knowledge of Government travel-card processes, including Individually Billed Accounts and Centrally Billed Accounts.
- Experience supporting Federal travel reservations through electronic reservation tools, a Travel Management Center, or a Global Distribution System.
- Experience providing traveler assistance, system troubleshooting, or customer support.
- Ability to communicate effectively with travelers, program personnel, financial stakeholders, and Government leadership.
- Strong analytical, organizational, documentation, and quality-control skills.
- Ability to work independently in a remote environment while meeting processing, reporting, and deliverable deadlines.
- Ability to begin work on or near October 6, 2026, subject to contract award and onboarding requirements.
FEDERAL BACKGROUND REQUIREMENT
Applicants must possess a current Federal background investigation that has been favorably adjudicated and is eligible for reciprocity.
The minimum investigation is a NACI or equivalent. Other acceptable investigations may include an MBI, BI, SSBI, PPR, or higher-level Federal investigation.
Applicants should be prepared to identify:
- Investigation type
- Sponsoring Federal agency
- Approximate investigation or adjudication date
- Current Federal contract or employment affiliation, if applicable
- Whether they currently possess an active Federal PIV or CAC
A security clearance is not required. Final reciprocity, suitability, system access, and onboarding determinations will be made by the Government., * Experience serving as a Federal Travel Program Manager, Lead Travel Specialist, or Federal Travel SME.
- Advanced experience administering E2 Solutions workflows, user roles, permissions, approval paths, or reporting functions.
- Experience supporting a Federal agency’s transition between electronic travel systems.
- Familiarity with GSA’s Go.gov travel modernization initiative.
- Experience conducting user-acceptance testing, workflow validation, configuration review, or operational-readiness activities.
- Experience supporting international, VIP, invitational, or other high-visibility Federal travel.
- Experience developing or delivering Federal travel-system training.
- Experience producing travel-card, compliance, audit, or management reports.
- Experience developing quality-control procedures, status reports, transition plans, or other Government contract deliverables., * E2 Solutions to support Federal travel: 2 years (Required)
- Federal civilian travel processing: 5 years (Preferred)
