Job description

  • Provide strategic and technical leadership for enterprise data architecture, aligning data solutions with CMS mission, program, and business objectives.
  • Design and modernize scalable, secure, resilient, and high-performing AWS-based data architectures for large-scale federal healthcare environments.
  • Architect data lakes, data warehouses, lakehouse platforms, operational data stores, and analytical environments using AWS services such as S3, Glue, Redshift, RDS/Aurora, Athena, EMR, Lambda, and related technologies.
  • Provide architectural leadership for CMS data environments and datasets, including IDR, CCW, QPP, Medicare claims, beneficiary, provider, quality, payment, and program-performance data.
  • Develop and maintain conceptual, logical, and physical data models, enterprise data flows, integration patterns, reference architectures, and target-state architecture roadmaps.
  • Design and oversee ETL/ELT pipelines, data ingestion, transformation, integration, validation, storage, and distribution across large and complex healthcare datasets.
  • Establish and enforce data governance, metadata management, data lineage, data quality, master/reference data, and data stewardship standards and practices.
  • Architect data solutions supporting advanced analytics, statistical analysis, predictive modeling, AI/ML, business intelligence, and executive decision support.
  • Enable enterprise data visualization and reporting solutions using Tableau and other BI platforms, including optimized analytical data models, dashboards, and self-service analytics capabilities.
  • Design data solutions supporting CMS quality measurement, risk adjustment, beneficiary/provider attribution, model performance, healthcare utilization, cost analysis, and financial reconciliation.
  • Ensure data architectures comply with CMS/HHS security, privacy, NIST, and other applicable federal cybersecurity and compliance requirements.
  • Evaluate and recommend AWS data technologies, architecture patterns, and cloud-native services based on scalability, security, availability, performance, maintainability, and cost.
  • Collaborate with business stakeholders, Data Engineers, Data Scientists, Analysts, BI Developers, Application Teams, Security Engineers, and Program Leadership to translate business requirements into effective technical solutions.
  • Identify and mitigate data architecture risks, data-quality issues, performance bottlenecks, technical debt, integration dependencies, and scalability challenges.
  • Develop architecture documentation and provide technical guidance through CMS architecture reviews, technical governance, solution design reviews, and modernization initiatives.

What We’re Looking For

We are seeking an experienced Senior Data Architect to provide strategic and technical leadership in support of our customer’s mission objectives. The ideal candidate will lead the design and modernization of enterprise data architectures across complex CMS and federal healthcare environments, with a strong focus on AWS-based, scalable, secure, and analytics-driven solutions.

The candidate should bring deep experience with CMS healthcare data environments, including IDR, CCW, QPP, Medicare claims, beneficiary, provider, quality, and payment data, and be able to translate business and program needs into robust data models, integration patterns, and cloud-native architectures. Strong experience with Snowflakes, Databricks, AWS data services, data lakes, data warehouses, lakehouse architectures, ETL/ELT, large-scale data processing, analytics, and reporting platforms is essential. Relevant technologies may include Amazon S3, AWS Glue, Amazon Redshift, Amazon RDS/Aurora, Athena, EMR, Lambda, Kinesis, and related AWS services.

The candidate should also have strong experience designing data architectures that enable business intelligence, dashboards, executive reporting, and advanced data visualization, using tools such as Tableau and other enterprise BI platforms. This includes developing optimized data models and semantic layers for visualization, enabling self-service analytics, improving reporting performance, and ensuring consistent and trusted data across dashboards and analytical products.

The role requires a strong understanding of data governance, metadata management, data lineage, data quality, security, privacy, and federal compliance standards such as CMS ARS, NIST, as well as experience supporting CMS architecture and technical governance processes. The Senior Data Architect will collaborate across business, engineering, analytics, security, and program teams; identify and mitigate technical and data risks; and provide architectural direction for reliable, resilient, high-performing, and cost-effective AWS data solutions.

The ideal candidate will also demonstrate experience delivering advanced analytics, statistical analysis, business intelligence, and data-driven solutions that support CMS program operations, quality measurement, model performance, risk adjustment, financial analysis, and executive decision-making., * 10+ years of experience in data architecture, data engineering, database architecture, analytics architecture, or related technical disciplines.

  • 5+ years of experience serving as a Senior Data Architect, Enterprise Data Architect, or Data Solutions Architect in large-scale enterprise environments with Snowflakes, Databricks
  • Demonstrated experience supporting CMS, HHS, or other federal healthcare programs, with strong knowledge of healthcare data and federal IT environments.
  • Hands-on experience with CMS data environments and datasets, including IDR, CCW, QPP, Medicare claims, beneficiary, provider, quality, payment, and program-performance data.
  • Strong experience designing and implementing AWS-based data architectures, including data lakes, data warehouses, lakehouse platforms, analytical environments, and large-scale data processing solutions.
  • Experience with AWS data services such as Amazon S3, AWS Glue, Amazon Redshift, Amazon RDS/Aurora, Athena, EMR, Lambda, Kinesis, and related cloud-native services.
  • Strong expertise in conceptual, logical, and physical data modeling, dimensional modeling, relational data design, and enterprise data architecture principles.
  • Experience designing ETL/ELT pipelines, data ingestion, transformation, integration, validation, and large-volume data processing.
  • Strong knowledge of data governance, metadata management, data lineage, data quality, master/reference data, and data stewardship practices.
  • Experience enabling business intelligence, data visualization, dashboards, and analytical reporting using Tableau or comparable enterprise BI platforms.
  • Strong understanding of CMS/HHS security, privacy, NIST, and federal compliance requirements for protecting sensitive healthcare and program data.
  • Experience architecting solutions for advanced analytics, statistical analysis, predictive modeling, AI/ML, and executive decision support.
  • Demonstrated ability to collaborate with business, engineering, analytics, security, and program stakeholders and translate complex requirements into scalable technical solutions.
  • Strong written and verbal communication skills, including the ability to produce and present architecture diagrams, data-flow models, technical designs, and architecture recommendations., * Direct experience supporting Centers for Medicare & Medicaid Services (CMS) programs and enterprise data initiatives.
  • In-depth experience working with CMS IDR, CCW, and QPP environments, including understanding of their data structures, analytical uses, and downstream reporting needs.
  • Experience with CMS Innovation Center / CMMI models, program evaluation, model operations, or model-performance analytics.
  • Experience with risk adjustment, quality measurement, beneficiary/provider attribution, financial reconciliation, healthcare utilization, and cost analytics.
  • Experience designing architectures that integrate and analyze data across multiple CMS enterprise data sources.
  • Advanced experience with Tableau architecture, dashboard performance optimization, semantic/data modeling, and self-service analytics enablement.
  • Experience with Databricks, Snowflake, Amazon SageMaker, or other advanced analytics and AI/ML platforms.
  • Experience supporting CMS enterprise architecture, technical governance, solution design reviews, or cloud modernization initiatives.
  • Experience with Infrastructure as Code, DevSecOps, automated data deployment pipelines, and cloud security best practices.
  • Experience designing for high availability, disaster recovery, scalability, observability, performance optimization, and cloud cost management.
  • Familiarity with Zero Trust principles, IAM, encryption, logging, auditing, and secure data-access patterns in AWS environments.
  • Relevant certifications such as AWS Certified Solutions Architect - Professional, AWS Certified Data Engineer, TOGAF, DAMA/CDMP, Databricks, or Tableau certifications.
  • Bachelor’s degree in Computer Science, Information Systems, Data Science, Engineering, Mathematics, Statistics, or a related discipline; master’s degree preferred., * Centers for Medicare & Medicaid (CMS) working: 3 years (Required)
