Job description

OMH is seeking an Expert Software Architect to design, configure, and develop enterprise systems and applications supporting Office of Mental Health initiatives. The selected consultant will develop technical architecture for multiple application enhancement projects and participate in the complete Software Development Life Cycle (SDLC). The consultant will develop secure, scalable enterprise applications using Microsoft technologies, Oracle databases, cloud technologies, and modern web frameworks while mentoring development teams and supporting production systems. Responsibilities: Develop technical architecture for multiple application enhancement projects. Participate in business analysis and the Software Development Life Cycle (SDLC). Develop applications using Microsoft Visual Studio 2022+, ASP.NET MVC, .NET, JavaScript, AJAX, HTML, XML, Web APIs, and WCF. Design and modify Oracle database objects including tables, indexes, constraints, triggers, views, stored procedures, and packages. Perform data conversion, migration, and manipulation, including Protected Health Information (PHI). Mentor developers and provide technical guidance on debugging, troubleshooting, security, deployment, and architecture. Utilize GitLab/TFS source control for code management and versioning. Diagnose and resolve production issues through ITSM and participate in bridge calls. Develop and maintain applications handling HIPAA Protected Health Information. Troubleshoot Crystal Reports calculations, business rules, and reporting issues.

Requirements

84 months of experience as a Lead Technical Architect performing systems architecture, engineering, administration, configuration, troubleshooting, performance tuning, preventative maintenance, and security procedures. 84 months of experience developing Oracle PL/SQL packages, triggers, stored procedures, functions, scripts, and cursors. 84 months of experience with SOA application integration, WCF, REST APIs, Web APIs, message processing, and Enterprise Service Bus (ESB). 60 months of experience developing n-tier ASP.NET MVC/C# web applications using Microsoft Visual Studio. 60 months of experience working with servers, infrastructure, cloud technologies, IoT integration, Web Application Firewall (WAF), and network troubleshooting. 36 months of experience using AI/ML and Python to develop chatbots and web applications. 24 months of experience using Terraform or Ansible for Infrastructure as Code (IaC). 24 months of experience developing applications containing HIPAA Protected Health Information (PHI) and HL7 transformations. Preferred Certification: AWS Certified Solutions Architect Professional
