Drive resilience strategy including backup communications nodes and power continuity. Address environmental risks impacting OSP (corrosion, water intrusion, coastal exposure). Digital Control Layer Deployment Oversee deployment of a Telecommunications Grid Operational Digital Twin (ODT). Ensure vendor-agnostic integration across OEM platforms. Align ODT with enterprise systems (GIS, MAXIMO, Help Desk, TMS). Maintain authoritative digital representation of OSP/ISP infrastructure assets. Partner & Stakeholder Integration Lead coordination with teaming partners and subcontractors. Serve as primary industry interface to Navy leadership. Ensure compliance with acquisition regulations and conflict-of-interest requirements. Manage transition from capture to execution seamlessly.

Requirements
