Job description

The Florida Department of Financial Services (DFS), Office of Information Technology, is seeking a highly motivated and collaborative Business Analyst to join our team in Tallahassee, Florida. This onsite position offers an exciting opportunity to contribute to enterprise technology initiatives that enhance government services and improve outcomes for the citizens of Florida.

As a Business Analyst, you will work closely with business stakeholders, project teams, and technical staff to identify business needs and translate them into effective technology solutions. You will be responsible for gathering, analyzing, and documenting business and functional requirements, ensuring that proposed solutions align with organizational objectives and business priorities.

The successful candidate will facilitate meetings and workshops, promote collaboration among cross-functional teams, and support business process improvement initiatives. You will also participate in system testing, implementation activities, and the development and maintenance of project documentation to ensure successful project delivery. Serving as the primary liaison between business stakeholders and Information Technology teams, you will help bridge the gap between business needs and technical solutions while contributing to the successful implementation of enterprise projects that support the Department’s mission.

Requirements

Four (4) years of experience in Computer Science or Information Technology-related field, such as computer science, engineering or similar is required. A post-secondary degree in Computer Science or Information Technology-related field, such as computer science, engineering or similar, may be used as an alternative for the experience on a year-for-year basis.

Additional requirements:

  • Three (3) or more years of experience in IT Projects as a Business Analyst or related duties.
  • Proficient in the English language.

Preference:

  • Three (3) or more years of experience in the use of Geographic Information Systems including ArcGIS and ArcGIS Online.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of business analysis principles, methodologies, and best practices.
  • Knowledge of project management concepts and system development lifecycle (SDLC) processes.
  • Knowledge of business process analysis, process improvement, and workflow design techniques.
  • Knowledge of requirements gathering documentation, testing, and implementation practices.
  • Skill in eliciting, analyzing, documenting, and validating business, functional, and technical requirements through interviews, workshops, meetings, and stakeholder collaboration.
  • Skill in preparing business requirements documents, functional specifications, use cases, user stories, process maps, workflow diagrams, and other project documentation.
  • Skill in coordinating technology projects, tracking deliverables, monitoring milestones, identifying risks, and supporting project implementation activities.
  • Skill in translating business requirements into functional and technical specifications that support application development and technology solutions.
  • Skill in analyzing business processes, workflows, and technology capabilities to identify opportunities for process improvement, automation, standardization, and practical, cost-effective solutions.
  • Skill in developing test plans, test scenarios, test scripts, and supporting system integration testing, user acceptance testing, and implementation validation activities.
  • Skill in preparing reports, presentations, training materials, user documentation, and operational procedures for technical and business audiences.
  • Skill in communicating complex business and technical concepts clearly and effectively to diverse audiences, including executive leadership, technical teams, and end users.
  • Skill in building collaborative relationships with business stakeholders, project teams, vendors, and technology staff to achieve successful project outcomes.
  • Skill in applying business analysis techniques, project management methodologies, and continuous improvement practices to support organizational objectives.
  • Ability to facilitate meetings and communicate effectively with technical and non-technical stakeholders.
  • Ability to analyze business problems and develop practical technology solutions.
  • Ability to organize, prioritize, and manage multiple assignments and concurrent projects.
  • Ability to build consensus among diverse stakeholders and foster collaborative working relationships.
  • Ability to adapt to changing priorities and work effectively in a fast-paced project environment.
  • Strong analytical, organizational, problem-solving, critical thinking, and interpersonal skills.

Benefits & conditions

Salary Range: $70,000.00 to $90,000.00 per year.

Employees of the Department of Financial Services are paid on a monthly pay cycle.

This position requires a security background check, including fingerprint as a condition of employment.

This position may be required to occasionally perform duties other than those listed on the position description.

This position is designated as in-office only. Telework and remote work are not available.
