Job description

Are you looking for a fast-paced and rewarding opportunity to play a key role in delivering mission-critical Enterprise technology solutions? The Employment Development Department (EDD) is seeking an experienced Business Analyst (IT Specialist II) to support the delivery of innovative applications and services that enhance customer experiences, reduce fraud, and improve operational efficiency. As part of EDD’s modernization efforts, the Business Analyst will serve as a critical liaison between business stakeholders and technical teams to ensure Enterprise solutions align with business needs, strategic objectives, and operational requirements. This is an exciting opportunity to collaborate with project managers, architects, developers, quality assurance teams, and business partners to deliver high-quality, customer-focused technology solutions. Under the general direction of the EDDNext Application Delivery Manager, the incumbent will lead business analysis activities throughout the system development lifecycle. Responsibilities include eliciting, analyzing, documenting, and validating business and functional requirements; facilitating stakeholder meetings and workshops; evaluating business processes; identifying opportunities for process improvement; supporting solution design; and ensuring requirements are accurately translated into technical specifications. The incumbent will also assist with change management, support user acceptance testing, and provide recommendations that promote continuous improvement and successful project delivery across Enterprise initiatives. This position may be eligible for a hybrid work schedule. The amount of telework is at the discretion of the Department and is subject to change as business needs arise. Employees are required to report to their headquarters office on their assigned in-office days. Travel expenses to and from the assigned headquarters are the responsibility of the employee. Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. Requirements

  • Knowledge of State of California programs, policies, and business processes.
  • Experience working in large-scale government, public sector, or other highly regulated environments is desirable.
  • Strong written and verbal communication skills with the ability to reason logically, analyze complex business problems, and develop practical, customer-focused solutions.
  • Strong analytical, critical thinking, and problem-solving skills with the ability to identify business needs, evaluate alternatives, and recommend effective solutions.
  • Experience analyzing data, identifying trends, and using data to support business decisions and process improvements.
  • Experience eliciting, analyzing, documenting, validating, and managing business and functional requirements for complex enterprise applications and systems.
  • Knowledge of the Software Development Life Cycle (SDLC), Agile, Scrum, and DevOps methodologies.
  • Experience developing business process models, workflow diagrams, use cases, user stories, functional specifications, and acceptance criteria.
  • Experience collaborating with business stakeholders, developers, quality assurance teams, architects, project managers, and executive leadership to support successful project delivery.
  • Knowledge of business analysis best practices, requirements management, business process improvement, and change management methodologies.
  • Experience supporting user acceptance testing (UAT), validating business requirements, and ensuring delivered solutions meet business needs.
  • Experience using requirements management, collaboration, and project tracking tools such as Azure DevOps, Microsoft Visio, SharePoint, or similar platforms.
